Description

FMSC is committed to delivering the highest quality services to the residents of Frontenac. The purpose of this RFP is to secure a Consultant to assist with the start-up of the Corporation and, subject to the conditions noted below, eventually the operation of systems on behalf of the Corporation. It is anticipated that the successful partner would be involved in two related stages:Stage One – Start-up: Assessing and prioritizing preferred water systemsAssessing and prioritizing preferred wastewater systemsAssisting with the development of policies and procedures for the operation of systemsAssessing operating risk(s)Providing guidance regarding utility rate structures      Stage Two – Operational Mode:As systems become operational, the partner and FMSC will enter into negotiations for an operating agreement for water and wastewater treatment facilities. While neither party will be obligated to enter into such an agreement, the parties will endeavor to proceed in good faith negotiations.
