Description

The Free State of Bavaria, represented by the Bavarian State Office for the Environment, awards the decommissioning of regional offset credits as a contribution to the climate protection goals of Bavaria and the Federal Republic of Germany.

The requirement amounts to a total of 1,000 credits.

In addition to the retirement of international offset certificates to compensate for the unavoided emissions of the Bavarian state ministries in 2023, the official air travel of the Bavarian state administration in 2023 and partly in 2022, as well as the unavoided emissions of the Bavarian State Office for the Environment, which is taking place in parallel with this tender, regional compensation measures are also to be financed for the first time. This is in accordance with a resolution passed by the Bavarian Council of Ministers on 28.06.2022. The regional measures mainly relate to projects in Bavaria. In this way, a spatial link is to be established between the projects and the emissions generated. One of the main focuses of the projects from which the credits are to be generated is in the nature-based sector. However, it is also possible to submit credits from other projects. The regional offset projects are subject to strict quality requirements and should primarily serve to reduce greenhouse gas emissions, preferably in Bavaria. In addition, these projects ideally represent an instrument to support Bavaria's territorial climate neutrality by 2040.

If a bidder does not have the required total number of credits from one and the same project, a main bid can also consist of any number of credits from several projects (maximum 3), provided that the desired total number of 1,000 credits is achieved. However, the required evidence must then be submitted for each project (and register of rules, methodology, etc.) from which credits are offered in order to verify the minimum and performance criteria.

Bids can only be submitted for projects in Germany.

The performance will be evaluated on the basis of the project details to be submitted. The quality of the register (15%), the regulations (65%) and the project location (20%) will be evaluated.

All offset certificates are divided into two lots. The international offset certificates are a specialized lot (divided into two further lots), which is allocated to the 80% contingent. The "regional offset credits" lot is allocated to the 20% contingent and is exempt from the Europe-wide tendering obligation.
