Nature of Requirements:

Public Services and Procurement Canada, on behalf of Employment and Social Development Canada (ESDC), is seeking an on premise, commercial off-the-shelf, enterprise Identity Services and Access Management Solution (iSAMS), that delivers a single secure access point to ESDC programs and services for identity registration and authentication in real-time. The current Enterprise Cyber-Authentication Solution (ECAS) system that is currently being used to register and authenticate identity for external Clients is unable to meet the medium and long-term requirements for ESDC's Benefits Delivery Modernization (BDM) transformation objectives. The iSAMS will replace ECAS and provide a single secure access point to ESDC programs and services. The iSAMS will also provide increased functionality to onboard additional programs and add new capabilities to respond to emerging business requirements. The BDM Programme will depend on the iSAMS to successfully deliver on current and future authentication requirements, both in terms of increased volume and additional functionality.

The Contractor must be the Original Equipment Manufacturer (OEM) of the proposed Identity Services and Access Management Solution.

Employment and Social Development Canada (ESDC) is the Initial Customer that will use the iSAMS. However, this bid solicitation will also allow Canada to make the iSAMS available to any department or Crown corporation (as those terms are defined in the Financial Administration Act) or any other party for which the Department of Public Works and Government Services is authorized to act from time to time under section 16 of the Department of Public Works and Government Services Act (each a "Customer"). Although Canada may make the iSAMS available to any or all the Customers, this bid solicitation does not preclude Canada from using another method of supply for entities of the Government of Canada with the same or similar needs.

TERM OF CONTRACT:

The bid solicitation is intended to result in the award of a contract that begins on the date of contract award and ends two years later, plus 1 three-year irrevocable option and 7 one-year irrevocable option(s) allowing Canada to extend the term of the Contract.

TRADE AGREEMENTS:

The national security exceptions provided for in the trade agreements have been invoked; therefore this procurement is excluded from all of the obligations of the trade agreements.

MANDATORY WRITTEN TECHNICAL RESPONSE EVALUATION CRITERIA:

M1.1 Original Equipment Manufacturer (OEM)

The Bidder must be the Original Equipment Manufacturer (OEM) and must own the intellectual property of the proposed iSAMS (excluding add-ons and extensions).

M1.2 Flexible Deployment Model

The proposed iSAMS must meet the following two conditions:
1. be deployable fully on-premises OR as a Hybrid Solution where components of the iSAMS that present the greatest breach risk or contain sensitive personal information (or both) are deployed on premise (e.g., the identity store and the profile management components of the iSAMS) and the rest of the components can be deployed in Cloud; and
2. have the ability to be fully migrated to Cloud as-and-when required by Canada.

MANDATORY FUNCTIONAL AND NON-FUNCTIONAL REQUIREMENTS:

The Mandatory Functional and Non-Functional Requirements are included in Attachment 1 to Part 4.

POINT RATED TECHNICAL EVALUATION CRITERIA:

The Point Rated Technical Evaluation Criteria are included in Attachment 1 and 2 to Part 4.

BASIS OF SELECTION:

Highest Combined Rating of Technical Merit and Price.

NON-DISCLOSURE AGREEMENT - REFERENCE MATERIAL:

Canada does not intend to make the following reference material publicly available:
-Annex A, Statement of Work and it’s appendices
-Attachment 1 to Part 4, Functional Requirements and Non-Functional Response Template.

All Bidders who wish to gain access to these documents must send the following via email to the Contracting Authority at TPSGC.PAMVP-APBDM.PWGSC@tpsgc-pwgsc.gc.ca:
-Attachment 1 to Part 2, Non-Disclosure Agreement (NDA), signed by an authorized representative of the supplier;
-Language preference for reference material of French, English or both; and
-Email address to initiate epost connect conversation.

Following receipt of the signed NDA, language preference and email address to initiate epost connect conversation the Contracting Authority will provide access to the Reference Material via epost connect.

ENQUIRIES:

All enquiries must be submitted in writing to the Contracting Authority no later than 2PM EDT, 10 calendar days before the bid closing date. Enquiries received after that time may not be answered.
