Description

The Regina Public Library (RPL) Central Library, opened in 1962, has served as a crucial community hub for over six decades. Originally designed for a population of 110,000, it now struggles to meet the needs of Regina's current population of over 230,000 residents. The facility houses vital services including children's and adult libraries, Literacy and Outreach services, the Prairie History Room, a digital media studio, a nationally recognized art gallery, and a film theatre, as well as RPL's system-wide administrative functions.
However, the current physical state of the Central Library poses significant risks to RPL’s ability to deliver these highly valued community services. The Central Library has also surpassed its capacity, leading to a reduction in the collection and minimizing programming options to accommodate space constraints.
RPL is now prepared to move forward with a formal procurement process, inviting formal proposals from qualified Developer partners through a Request for Proposals (RFP). The Developer procurement will follow a two-stage process, with Stage 1 consisting of a Request for Qualifications (RFQ) and Stage 2 comprising a Request for Proposals (RFP). To ensure that the procurement process is conducted with the utmost integrity, transparency, and fairness, a Fairness Advisor is required to provide independent oversight throughout both stages of the process. This will ensure all Developers are treated equitably, procurement procedures are consistently applied, and any fairness-related issues are identified and addressed promptly.
This RFP is issued by Colliers Project Leaders Inc., acting on behalf of Regina Public Library (RPL) (the “Client”). The Client is seeking to retain a Fairness Advisor for the procurement process for its Central Library Renewal Project (CLRP).
