The Société québécoise des infrastructures (hereinafter the "Company") is conducting a public call for tenders for construction work for the contract mentioned in title.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the Electronic Tendering System (ETS) at www.seao.ca or by calling 514 856-6600 for residents in the Montreal area and toll-free 1-866-669-7326 for external residents.




Attention: Please note that only the documents required by the Company under this call for tenders must be submitted with the tender, in order to avoid any situation that would result in the tender being restrictive or conditional.









IMPORTANT NOTICES
Authorization to contract/certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, as required by the contractual documents, for a certificate from Revenu Québec and, where applicable, for authorization to contract with the Autorité des marchés publics, in order to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contractual documents and does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contractual documents and to forward it to the Company at the following e-mail address: infoAO9@sqi.gouv.qc.ca .
Subcontractor bids
All subcontractors subject to the Bureau des soumissions déposées du Québec (BSDQ) must, when filing their electronic bids with the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the Electronic Tendering System (TES).




WORK PERIOD
The work required under this call for tenders must be fully completed within 10 weeks (including statutory holidays, construction vacations and time required for the supply of materials/equipment) from the date of the authorization to commence the work. The probable start date of the work is between December 9, 2019 and December 16, 2019.




BID SECURITY
The bid must be accompanied by a bid security equal to 10% of the bid amount. This bid security must be in the form of a bond, certified cheque, money order, draft or irrevocable letter of guarantee and must comply with the conditions mentioned in the "Bid Security" section of the Instructions to Bidders.




CONDITIONS
Only bids submitted by bidders who meet, in particular, the following conditions will be considered:
1- have, in Québec or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
2- have the required qualifications and hold the required licences under the Building Act (RLRQ, chapter B-1.1).




INFORMATION MEETING / SITE VISIT
Bidders should note that an information meeting followed, if necessary, by a visit to the site of the work will be conducted by the Corporation's project manager. Interested bidders must present themselves at 200, rue des Négociants in Rimouski on October 16, 2019 at 9:30 a.m. Attendance at this meeting is strongly recommended.
For security reasons, the identity of visitors to the Detention Facility must be verified and approved in advance. To this end, bidders must forward to the Company's representative at the following e-mail address: jlcote@sqi.gouv.qc.ca, the complete contact information of the personnel who will be attending the site visit, including that of their subcontractors, if any, by completing the "Consent to a Criminal Record Check" form, no later than October 11, 2019 at 12:00 p.m.
As a result of the survey results, some individuals may be denied access.
No verbal information provided during this visit engages the responsibility of the Company.




RECEIPT AND OPENING OF BIDS
Bids must be received at the Company's bid reception desk located at 337 Moreault Street, Suite SS.20, Rimouski, Quebec, G4L 1P4, no later than the deadline date and time indicated in the Supplementary Instructions.
The opening of bids is public and takes place in the presence of a witness at the location and deadline indicated for the receipt of bids.




COMPLAINT TRANSMISSION
The deadline set for the receipt of complaints made to the Corporation under section 21.0.4 of the Act respecting public bodies contracts (RLRQ, chapter C-65.1) is indicated in the Supplementary Instructions.








INFORMATION
Bidders wishing to receive details of the call for tenders must communicate in writing to the e-mail address mentioned below, mentioning the contract number, no more than three working days before the deadline for receipt of tenders. If such a request for clarification is received two business days or less before the deadline for receipt of bids, the Company reserves the right not to consider it.
