SUMMARY DESCRIPTION OF CONSTRUCTION WORK (CONTRACT 44536801) Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for construction work to modernize the security system (fire alarm) at 200, rue Saint-Marc, Joliette (Québec) J6E 8C2. IMPORTANT NOTICES New The Company has removed the following forms from its contractual documents: Attestation relative à la probité du soumissionnaire; Déclaration concernant les activités de lobbyisme; Attestation relative à l'absence de conflit d'intérêts. The content of these forms has been integrated into the Instructions to Tenderers, and declarations are now made by signing the Tender Form. Additional signature spaces have been added to the Tender Form to enable the signature of each member of a non-legally organized group when the latter has not identified a member, by proxy, to sign as the group's representative. Recommendation to submit bids electronically The Company has undertaken initiatives for its digital transformation and, therefore, strongly recommends that bidders submit their bids electronically through the SEAO. Authorization to contract/Revenu Québec certification It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Québec certification and, where applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are met before the deadline date and time indicated in the Instructions to Bidders and/or in the Complementary Instructions. Non-participation in the call for tenders Any person or company having obtained the contract documents and who does not submit a tender, undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and to forward it to the Company at the following e-mail address: infosoumission56@sqi.gouv.qc.ca. Subcontractor submissions All subcontractors subject to the Bureau des soumissions déposées du Québec (BSDQ) must, when submitting their electronic bid to the BSDQ, indicate the Company as "Recipient" using the "Subcontractor" menu of the electronic bid transmission system (TES). DURATION OF CONSTRUCTION WORK AND DURATION OF MAINTENANCE CONTRACT Replacement of the fire alarm system - Contract 44536801 The work required under this call for tenders must be fully completed within 40 weeks (including statutory holidays, construction vacations and the time required for the supply of materials/equipment) from the date stipulated in the contract or upon receipt of written authorization from the Company. The probable start date is between May 15 and June 15, 2024. Life and property protection systems maintenance - Contract 44537020 The life and property protection systems maintenance services contract is for a period of 36 months, and will commence on the date of issue of the acceptance certificate with reservations for the construction work under the 44536801 contract. BID GUARANTEE The bid must be accompanied by a bid guarantee equal to 10% of the bid amount. ► When the bid is transmitted on paper, this bid guarantee must be presented in the form of a bond, irrevocable letter of guarantee, certified check, money order or draft and comply with the conditions mentioned in the "Bid Guarantee" article of the Instructions to Tenderers. ► When the bid is transmitted electronically, this bid security must obligatorily be presented in the form of a bond or irrevocable letter of guarantee and comply with the conditions mentioned in the "Bid Security" article of the Instructions to Tenderers. No other form of guarantee is accepted with this method of transmission. CONDITIONS Only bids submitted by bidders who meet the following conditions will be considered: they must have an establishment where they carry out their activities on a permanent basis, clearly identified in their name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement; they must have the required qualifications and hold the required licenses under the Building Act (RLRQ, chapter B-1.1). INFORMATION MEETING / SITE VISIT An information meeting followed, if necessary, by a site visit will be conducted by the Company's project manager. Interested bidders should present themselves on February 7, 2024 at 10 a.m. at 200, rue Saint-Marc, Joliette (Québec) QC J6E 8C2 (at the security console). Attendance at this meeting is strongly recommended. No verbal information provided to any bidder at this meeting will engage the responsibility of the Company. RECEIPT AND OPENING OF BIDS Receipt of Bids: Paper bids: Paper bids must be received at the Company's bid reception counter located at 1041, boulevard des Laurentides, Suite 201, Laval (Québec) H7G 2W2, no later than the date and time indicated in the Additional Instructions.
