Rental Tender Notice

The CCSMTL's Direction des services généraux et des partenariats urbains wishes to lease commercial space in Montreal in order to relocate the GMF-U from Hôpital de Verdun, ON THE TERRITORY OF CIUSSS DU CENTRE-SUD- DE-L'ILE-DE-MONTRÉAL, in 2 phases: phase 1 (372 m2) and phase 2 (302 m2), for a total of 674 m2.

The Centre intégré universitaire de santé et de services sociaux du Centre-Sud-de-l'Île-de-Montréal, headquartered at 1560 Sherbrooke Street East, Montreal, Quebec H2L 4M1, wishes to lease commercial space to relocate the GMF-U from Verdun Hospital in 2 phases, phase 1 (372 m2) and phase 2 (302 m2), for a total of 674 m2 . These premises are more fully described in the call for tenders documents respecting in summary the following criteria:
Location:
The commercial rental space sought must be located solely within the perimeter bounded as follows:
To the north by: rue Centre
To the south: rue de l'Église
To the east by: rue de Verdun
To the west by : Boulevard Gaétan Laberge
Proposals must comply with the zoning by-laws in effect on the day of the proposal opening.

Area:
The principal (usable) area for Phase 1 will be 372 m2 hereinafter referred to as (Phase 1). Phase 2 will meet the medium-term relocation needs of another part of the GMF-U, from 6 to 12 months after the award date, for an area of 302 m2, hereinafter referred to as (Phase 2). Together these phases have a total requirement of 674 m2 measured in accordance with the measurement rules set out in the Lease.
Term of the Lease :
The Lease shall commence no later than July 1, 2024, for a term of FIVE (5) years with ONE (1) FIVE (5) year renewal option. The proposal shall be valid for a period of one hundred and twenty (120) days from the date of opening of proposals.


Configuration:
The new rental space shall include work areas capable of accommodating a variety of open and closed work spaces. The Leased Premises will be primarily clinical in nature. They will also include a waiting area for approximately (10 people), examination rooms, management offices and storage space, 2 toilets, a kitchenette, a meeting room (10 people), a kitchenette (10 people).

The project will be explained during a single remote information meeting via MS Teams held on March 14, 2024 at 2:00 pm .

Number of copies:
The proposal must be submitted in one (1) paper original and/or one (1) electronic copy, via the SEAO site.
Proposal Security and Validity: Proposals must be accompanied by a surety bond in the amount of 10% of the total annual rent proposed for the first year of the lease and in accordance with the requirements contained in the Documents (the "Surety Bond"). This Bond must be valid until the date of signing of the Lease. Proposals must be valid for a period of one hundred and twenty (120) days from the Proposal Opening Date.
Security may be presented in either of the following forms:

a surety bond issued by a financial institution* in favor of the Applicant;



a certified cheque, money order or bank draft made payable to the Petitioner; or



an irrevocable and unconditionally redeemable bank letter of guarantee issued by a financial institution* in favour of the Applicant.

* The term "financial institution" means an insurer or trust company licensed by the Autorité des marchés financiers, a bank within the meaning of the Bank Act (S.C. 1991), or a credit union, federation or confederation within the meaning of the Act respecting financial services cooperatives (R.S.Q., c. C-67.3).
Deadline for receipt of proposals :
To be receivable, proposals must be duly completed in accordance with the instructions provided in the tender documents.
Proposals must be received no later than April 2, 2024 at 11:00 a.m. (the time of receipt of a proposal is deemed to be the time indicated on the clock located in the bid office).
