BIDDERS who wish to receive information or clarification on this call for tenders must do so in writing (e-mail) by communicating with the contact person indicated in this call for tenders and taking care to mention the title and number of the call for tenders (Refection of interior finishes - CLSC Ahuntsic - 20240525AO). The PUBLIC ORGANIZATION reserves the right not to consider a request for clarification made by a TENDER if this request is sent less than THREE (3) working days before the date and time set for the receipt of Tenders.
Site visit :
A site visit is scheduled for November 20, 2024 at 2:00 p.m., the meeting place is at the main entrance of CLSC Ahuntsic located at 1165 Boul Henri-Bourassa, Montreal, Quebec, H2C 3K2. BIDDERS are invited to participate in the site visit offered by the PUBLIC ORGANIZATION. The visit is not mandatory, but failure to attend cannot be used as an excuse or pretext for errors, omissions or irregularities on the part of a TENDER. Each TENDER is responsible for delegating a representative to this meeting. Furthermore, the PUBLIC ORGANIZATION assumes no responsibility towards BIDDERS who fail to attend the site visit with regard to information that may have been given during the visit.
Some basic information :
Interested companies can obtain tender documents only through the SÉAO electronic tendering system (www.seao.ca or, for the Montreal region, 418 646-0177, or toll-free 1-877-336-7326).
The TENDERER must submit with its Tender a bid security equivalent to TEN PERCENT (10%) of the price proposed in its Tender. This bid security must be submitted in one of the following forms:
a) a bond issued in favor of the PUBLIC ORGANIZATION by a Financial Institution as defined in the tender documents and which must conform to the model indicated in the Tender Form;
b) an irrevocable letter of guarantee issued in favor of the PUBLIC ORGANIZATION by a Financial Institution as defined in the tender documents and which must conform to the model indicated in the Tender Form.
Any Bid received after the stipulated date and time or received at a location other than that indicated will automatically be declared non-compliant and returned to the sender unopened.
Only BIDDERS with a business office in Quebec or in a province or territory to which an intergovernmental agreement applies and holding the required license under the Building Act are eligible to bid.
A TENDERER holding a restricted license issued by the Régie du bâtiment du Québec or registered in the register of companies ineligible for public contracts (RENA) and whose period of ineligibility for public contracts has not expired, is not eligible to submit a Tender; these two cases of ineligibility also apply to the Tenderer's subcontractors.
Tenderers are responsible for the choice of subcontractors, both as regards their solvency and the content of their Tender; and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licenses.
BIDS will be publicly opened immediately after the time and date set for receipt of Bids. BIDDERS who wish to do so may attend the Bid opening, which will be conducted by a representative of the public body in the presence of a witness.
A preferential margin of 4% will be applied to the bid price if the bidder provides proof with its bid that it
