View Changes This amendment is to provide clarification to Question #25.Clarification - The Government’s response to question #25 in the Q&A Response indicates that offerors will not be allowed to utilize their full GSA MAS Ordering Catalog for any personnel in response to individual Task Order RFQs under a DOE-PM BPA. Accordingly, rates are frozen to the RFQ Attachment 6 Position Descriptions per Attachment 4, Pricing Quote Matrix. If true, this will limit successful offerors in responding to individual task orders due to the limited number of Labor Categories identified in RFQ Attachment 6, Position Descriptions, and the corresponding rates utilized to prepare Attachment 4, Pricing Quote Matrix. This will limit the DOE’s ability to receive agile and customized programmatic support. For example, expertise from project controls or cost/schedule engineers with less than 15 years experience will not be available to DOE-PM. Does the Government intend to utilize an offeror’s full MAS Ordering Catalog offering for post award task orders capturing all personnel GSA rates regardless of rates shown in Attachment 4, or only the limited number of Labor Categories & Rates that it receives with BPA proposals in response to the RFQ, Attachment 4? In other words, when bidding a RFQ post award, can we simply use our GSA MAS labor categories and rates for the individuals being proposed rather than the Attachment 4 rates and Attachment 6 position descriptions?
