Description
The FKFS is not a contracting authority within the meaning of Section 98 GWB. It is carrying out this award procedure because, as a grant recipient, it was obliged to apply the provisions of the ANBest-P in conjunction with the UVgO when using the funds. However, in accordance with Section 3.1.1 ANBest-P, Sections 22, 28 (1) sentence 3, 30, 38 (2) to (4), 44 and 46 UVgO are not applied.

Nature and scope of the service: The subject of this public invitation to tender is the conclusion of a contract for the construction, delivery, assembly and commissioning of a fuel cell (short) stack test stand.
The client receives a state grant for the project "Test Center Stuttgart for drives with regenerative technologies for new vehicle concepts - TZS-ArTeFakt" using state funds from the state of Baden-Württemberg. The object of the contract is to implement the funded project.
The contract is expected to start on 16.12.2024 The commissioning and acceptance of both battery simulators at the FKFS headquarters must take place by 31.07.2025 at the latest.

Documents to be submitted for the suitability test:
- Company profile with a description of the core activities (e.g. differentiation of the main areas of activity) and the areas of the company responsible for carrying out the service offered, the office structure and the main key data, of the company, as well as an indication of the average annual number of staff employed in the last three completed financial years. Finally, if available, the bidder should also state its published scientific contributions in the field of fuel cell (short) stack test benches. The company profile should not exceed 10 pages.
- Information on the turnover of the last three completed financial years with services comparable to the subject of this contract. If the date of commencement of business was less than three years ago, this period shall replace the three-year period.
- List of services provided by the bidder that are comparable to the services to be awarded here, stating the exact order, the order amount, the client, the type of service provided and the service periods as well as the contact details of contact persons with telephone number and e-mail address.
Orders whose dimensions are at a similar level in terms of the performance of the DC sink and the control quality of the process gas supply are comparable.
Minimum requirement: At least one reference corresponding to the above requirements must be submitted.
- Self-declaration that the bidder has (professional) liability insurance that covers the entire scope of services to which the award procedure relates and whose sum insured includes at least the following amounts per insured event:
If no insurance policies meeting the above requirements exist at the time of submission of the tender, the submission of a declaration of commitment to take out appropriate insurance policies in the event of the contract being awarded shall suffice.
