INVITATION TO TENDER
The Municipality of Rougemont invites tenders for the provision of professional services related to the operation of the drinking water treatment plant, wastewater treatment works and related facilities for a period of five (5) years.
To be eligible to bid, interested bidders must obtain the tender documents on the electronic tendering system (SEAO) at www.seao.com as of August 22, 2024.
Tenders must be submitted on the forms provided by the Municipality in three (3) copies (one (1) original and two (2) copies) and be accompanied by the required documents. They must also be submitted in sealed envelopes, in two (2) separate envelopes. These separate envelopes must be marked "#1 - OFFER OF SERVICE" and "#2 - OFFER OF PRICE" respectively, and must bear the number and title of the call for tenders "CALL FOR TENDERS EXP-USINE-EAU-2024 - SUPPLY OF PROFESSIONAL SERVICES FOR THE OPERATION OF THE DRINKING WATER TREATMENT PLANT, WASTEWATER TREATMENT WORKS AND RELATED FACILITIES". Envelopes must also bear the bidder's name.
All bids, to be valid, must be delivered or received at the Rougemont Town Hall, no later than Friday, September 27, 2024 before 11:00 a.m. The envelopes "#1 OFFRE DE SERVICE" will be publicly opened at the Town Hall as soon as possible after 11:00 a.m. on September 27, 2024. Bidders may attend the opening.
For the present call for tenders, the Municipality of Rougemont is using a bid weighting and evaluation system based, in addition to price, on the evaluation of various criteria relating to the contract. The criteria and other requirements, as well as the evaluation and weighting method, are included in the above-mentioned tender document. The evaluation will be made on the basis of the documents provided by the bidder.
Kathia Joseph, Director General and Clerk-Treasurer, is the person authorized to provide information concerning this request for tender. Any bidder wishing to obtain clarification regarding the work must contact this person exclusively in writing at dg@rougemont.ca. No verbal or other requests for information will be accepted. Any attempt by a bidder to obtain information from any other person at the Municipality of Rougemont, Council member or municipal employee, consultant or agent of the Municipality, constitutes a contravention punishable by rejection of the bid and other sanctions.
The Municipality of Rougemont does not undertake to accept the lowest or any of the bids received and incurs no obligation or costs towards the bidder(s).
