CONTRACT IDENTIFICATION

Contract number: BC4673

Title : Promenade fluviale du Grand Montréal - Phase 1

The Communauté métropolitaine de Montréal (hereinafter the "CMM") is issuing a public call for tenders for the above-mentioned construction contract.

All Bidders must comply with the requirements set forth in the Tender Documents. The Tender Documents can only be obtained through the Système électronique d'appel d'offres (SEAO) at www.seao.ca.

Caution: Only those documents required by the CMM in accordance with the Tender Documents must be submitted with the Tender in order to avoid any situation that could render the Tender conditional or restrictive.

IMPORTANT NOTICES

Description of Work

The scope of work essentially concerns, but is not limited to, work at the top of the dike, such as :

Sidewalk construction;
Reconstruction of the stone dust road into an asphalt road;
Resurfacing the asphalt road;
Hydraulic seeding.

Recommendation for electronic submission of bids

The CMM strongly recommends that bidders submit their bids electronically via the SEAO.

Authorization to Contract and Attestation from Revenu Québec

Bidders are urged to submit, as soon as possible, in accordance with the requirements of the Tender Documents, their application for attestation from the Ministère du Revenu du Québec and, if applicable, their application for authorization to contract from the Autorité des marchés publics (the "AMP") in order to ensure that these requirements are met before the deadline for receipt of Bids specified in the Instructions to Bidders.

Non-participation in the Invitation to Tender

Any person or company who has obtained the Tender Documents and who does not submit a Tender must complete the attached "Non-participation Questionnaire" and forward it to the MMC at the following e-mail address: soumissions@cmm.qc.ca

DELAY IN COMPLETION OF WORK

The successful Bidder shall commence work no later than October 2, 2024 and substantially complete work no later than November 14, 2025.

TENDER GUARANTEE

A bid security in the amount of 10% of the bid price must be submitted with the Bid. Bid security shall be in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or bank draft, and shall meet all requirements specified in the Tender Documents.

CONDITIONS

MWC will only consider Bids submitted by Bidders demonstrating that they have both:

an establishment in Quebec or in a territory covered by an applicable intergovernmental agreement;
the qualifications and permits required under the Building Act (RLRQ, c. B-1.1).

SITE VISIT

Individual site visits (not mandatory) are scheduled between September 3, 2024 and September 6, 2024. The meeting point for this visit is the Récréoparc reception pavilion (5340, boul. Marie-Victorin, Sainte-Catherine (QC) J5C 1L9). Attendance is strongly recommended. Tenderers must confirm their attendance in writing to cedric.marceau@cmm.qc.ca no later than August 29, 2024.

Any verbal information provided to a Bidder during this visit is not binding on the MWC. Questions and answers will be formally submitted in writing.

RECEIPT AND OPENING OF BIDS

Receipt of Bids

a) Electronic transmission of Bids

Electronically transmitted Bids must be received by SEAO at www.seao.ca no later than the closing date and time for receipt of Bids specified in the Tender Documents.

Bid opening

Bids will be opened on the date and at the time specified in the Tender Documents.

SUBMISSION OF COMPLAINTS

Any complaint against the MMC pursuant to section 21.0.4 of the Act respecting contracting by public bodies (RLRQ, c. C-65.1) must be received at the following e-mail address: soumissions@cmm.qc.ca.

REQUEST FOR CLARIFICATION

Bidders wishing to obtain clarification concerning this Call for Tenders must send a request for clarification to the file representative, Ms. Verena Renggli: soumissions@cmm.qc.ca, no later than four (4) working days before the closing date and time for receipt of Bids specified in the Tender Documents and mention the Contract and SEAO notice numbers in the subject line of the e-mail. If a request for clarification is received three (3) business days or less prior to the deadline for receipt of Bids, MWC reserves the right to disregard the request.

RESERVE

The MWC is not obligated to accept any Bid.
