Description

Within the scope of this invitation to tender, the client invites tenders for the procurement of planning services as well as other accompanying services for the implementation of the project "Preliminary Investigation Blue Belt Upper Weser".
The project is funded in the federal program Blue Ribbon Germany by the Federal Agency for Nature Conservation (BfN) with funds from the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV).
Background:

Running waters and their floodplains are valuable habitats for animals and plants. They offer us humans a place of recreation and contribute to climate as well as flood protection. However, on the Upper Weser, as on other rivers in Germany, there are hardly any intact floodplain habitats left. There is a lack of softwood and hardwood riparian forests, near-natural floodplain stillwaters, species-rich large-scale grassland areas, and near-natural flood channels and riparian sections.
As part of the "Blue Ribbon Germany" project launched by the German Federal Ministries of the Environment and Transport, waterways and floodplains are to be restored to a more natural state and at the same time become attractive river landscapes for leisure and recreation.
The Upper Weser as a tributary waterway offers enormous potential and suitable framework conditions to develop a biotope network in the sense of the federal program "Blue Ribbon Germany" and to reconnect river, banks and floodplain and thereby promote social awareness of the importance of intact river landscapes.
In order to promote this process, a group of stakeholders, including the applicant, formed the "Initiative Circle Upper Weser" back in May 2015. The aim of the initiative group was to develop perspectives for more river nature together with local stakeholders and to implement renaturation measures to improve the condition of water- and floodplain-bound species and their habitats. Since then, the initiative group and its partners have promoted the vision of a near-natural Upper Weser through events and numerous discussions. This preliminary work resulted in the project "Blue Ribbon Upper Weser".
