Public notice is hereby given that the ORGANISME PUBLIC wishes to issue a call for tenders relating to the performance of professional services by external auditors.

INFORMATION

As of October 25, 2024, any person or company will be able to obtain tender documents from the "Système électronique d'appel d'offres" (SEAO) website. The price list can be found under "Customer service". Tender documents can only be obtained via the SEAO.

APPLICABLE INTERGOVERNMENTAL AGREEMENTS

This invitation to tender is subject to the following intergovernmental agreements:

- TRADE AND COOPERATION AGREEMENT BETWEEN QUEBEC AND ONTARIO;

- CANADIAN FREE TRADE AGREEMENT;

- CANADA-EUROPEAN UNION COMPREHENSIVE ECONOMIC AND TRADE AGREEMENT.

BRIEF DESCRIPTION OF WORK

L'ORGANISME PUBLIC is a public sector entity and part of the Quebec government reporting entity. As such, its financial statements must be prepared in accordance with Canadian Public Sector Accounting Standards (CPSS).

The management of the PUBLIC ORGANIZATION is responsible for planning, managing and controlling its activities, and for preparing reports, including financial statements, in which it gives an account of its management.

Under section 284 of the Education Act (chapter I-13.3), the PUBLIC ORGANIZATION appoints an external auditor who must produce an independent auditor's report on its financial operations. It is also under this section that the Minister has the power to specify the mandate applicable to all external auditors of school service centers.

CLOSING, RECEIPT AND OPENING OF TENDERS

To be valid and considered, bids (one (1) original with no copies) must be placed in a sealed envelope marked "Tender for Professional Services of External Auditors" and must be received at 8, rue Monseigneur Lafortune, Saint-Paul (Québec) J6E 6G7 (SRM Workshop), no later than November 25 at 2:30 p.m., local time, to be publicly opened at the same place, on the same day, at the same time. Any bid received after this time will be automatically rejected.

L'ORGANISME PUBLIC does not undertake to accept any of the bids received under this call for tenders.

Bids may also be submitted electronically. In this case, bids may only be submitted via the electronic tendering system (SEAO) at the following address: https://www.seao.ca/

INFORMATION MEETING AND SITE VISIT

No information meeting or site visit is planned.

TENDER GUARANTEE

No bid bonds are required.

OFFICE CLOSURE

If, due to exceptional circumstances, the PUBLIC ORGANIZATION has to close its offices on the day indicated for the site visit and/or for the receipt of bids, this date will be postponed to the next working day, at the same place and time.

The present notice of invitation to tender represents an overview of certain conditions set out in the tender documents, of which it forms an integral part. Tenderers must read the tender documents in their entirety.
