SUMMARY DESCRIPTION OF SERVICES REQUIRED

Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for professional services in 2 specialties: mechanical engineering and electrical engineering, for the design (plans and specifications) and supervision of the work for the contract mentioned in the title, for which the anticipated cost of the work is in the order of $10,400,000.

The professional engineering services required include, but are not limited to, the preparation of models, plans and specifications and construction cost estimates at various stages of the project; advice on planning, monitoring and optimization of authorized content, quality, cost and schedule parameters; coordination of deliverables from its engineering specialties with those of other professionals; work supervision; support for applications to various public authorities; and analysis of equivalencies, change requests, payment requests and claims.

A new electronic tendering system ("SEAO") went live in June 2024. Among the new features announced, the system will automatically assign a "Tender Slip Identification Number" to each supplier-type organization.

You will note that the Company has added a space on the Submission Book to allow bidders to enter their "Bid Slip Identification Number", assigned to them by the SEAO.

Recommendation for electronic submission of bids

The Company has undertaken initiatives for its digital transformation and, as a result, strongly recommends that bidders submit their bids electronically via the SEAO.

Requirement for digital signature of plans, specifications and reports supplied as part of the contract performance

In keeping with the digital shift, the Company now requires architects and engineers to provide their sealed original copies of plans and specifications, as well as studies and final reports, with a digital signature affixed using a digital certificate issued by the Centre de certification du Québec (Notarius public key infrastructure).

Authorization to contract/certification from Revenu Québec

It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Québec attestation and, if applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are met before the deadline date and time indicated in the Instructions to Bidders and/or the Complementary Instructions.

Non-participation in the invitation to tender

Any person or company who has obtained the contract documents and who does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and send it to the Company at the following e-mail address: infosoumission4@sqi.gouv.qc.ca

DURATION OF CONTRACT

According to the current project completion scenario, the probable start date is on or around the beginning of December 2024, and the probable end date is around September 2027.

INFORMATION MEETING / SITE VISIT

An information meeting followed, if necessary, by a site visit will be conducted by the Company's project manager. Interested bidders should present themselves on September 19, 2024 at 10:30 a.m. at 675 René-Lévesque Blvd. East, at the security console on the first floor of the Marie-Guyart building. Attendance is strongly recommended.

No verbal information provided to any bidder at this meeting will engage the responsibility of the Company.

RECEIPT AND OPENING OF BIDS

Receipt of bids :

a) Paper bids :

Paper bids must be received at the Company's bid counter on the first floor of 1075, rue de l'Amérique-Française, Québec (Québec) G1R 5P8, no later than the date and time indicated in the Additional Instructions.

b) Electronic bids :

Electronically transmitted bids must be received via the SEAO at the following address: http://www.seao.gouv.qc.ca, no later than the date and time indicated in the Additional Instructions.

Bid opening :

The public opening of bids will take place on the date and at the time indicated for the receipt of bids. The only possibility for anyone to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No subsequent viewing, recording or broadcasting of the video recording of the opening is possible.

TRANSMISSION OF COMPLAINTS

All complaints made to the Company pursuant to section 21.0.4 of the Act respecting contracting by public bodies (RLRQ, chapter C-65.1) must be received at plainte@sqi.gouv.qc.ca, no later than the deadline for receipt as indicated in the Additional Instructions.

INFORMATION

Tenderers wishing to receive further information concerning the call for tenders must send a written request to the e-mail address indicated below, quoting the contract number. If such a request for clarification is received two working days or less before the closing date and time for receipt of bids, the Company reserves the right not to consider it.
