METHOD OF AWARD - QUALITY-PRICE RATIO
Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for professional services in mechanical and electrical engineering for the above-mentioned contract, in accordance with the quality-price ratio award method. The bidder must complete and submit the presentation booklet to meet the quality evaluation criteria, as well as submit its price for the complete execution of the contract.
The successful bidder will be selected following the recommendations of a selection committee based on the evaluation criteria described in the contract documents and the adjustment of bid prices in accordance with the quality adjustment factor of 30%.
All bidders must comply with the requirements set out in the contract documents. These can only be obtained via the electronic tendering system (SEAO) at www.seao.ca, or by calling 514 856-6600 for Montreal-area residents, or toll-free 1-866-669-7326 for non-residents.
Attention: Please note that only the documents required by the Company under the terms of this call for tenders must be submitted with the bid, in order to avoid the bid being restrictive or conditional.
SUMMARY DESCRIPTION OF SERVICES REQUIRED
The Company is proceeding with a public call for tenders for professional services in two specialties, mechanical engineering and electrical engineering, for the design (plans and specifications) and supervision of the work for the contract mentioned in the title, for which the estimated cost of the work is in the order of $14,168,069 .
Professional engineering services
The professional engineering services required include, but are not limited to, the preparation of models, plans and specifications and construction cost estimates at various stages of the project, advice on planning, monitoring and optimization of authorized content, quality, cost and schedule parameters, coordinating the deliverables of its engineering specialties with those of other professionals according to the Integrated Design Process (IDP) and Building Information Modeling (BIM), monitoring work, supporting applications to various public authorities, as well as analyzing equivalences, requests for change, requests for payment and claims. Participation in an environmental performance audit is also planned.

The Company has removed the following forms from its contractual documents:
Declaration concerning the probity of the bidder;
Declaration concerning lobbying activities;
Declaration of no conflict of interest.
The content of these forms has been integrated into the Instructions to Tenderers, and declarations are now made by signing the Presentation Booklet.
Additional signature spaces have been added to the Presentation Book to enable each member of a non-legally organized group to sign when the latter has not identified a member, by proxy, to sign as the group's representative.
Recommendation to submit bids electronically
The Company has undertaken initiatives for its digital transformation and therefore strongly recommends that bidders submit their bids electronically via the electronic tendering system.
Requirement for digital signature of plans, specifications and reports supplied as part of contract performance
In keeping with the digital shift, the Company now requires architects and engineers to provide their sealed original copies of plans and specifications, as well as studies and final reports, with a digital signature affixed using a digital certificate issued by the Centre de certification du Québec (Notarius public key infrastructure).
Authorization to contract/certification from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their attestation from Revenu Québec and, if applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are met before the deadline for submission of bids indicated in the Instructions to Bidders and/or in the Complementary Instructions.
Non-participation in the invitation to tender
Any person or company who has obtained the contract documents and who does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and send it to the Company at the following e-mail address: infosoumission11@sqi.gouv.qc.ca
CONTRACT DURATION
Based on the current project completion scenario, the probable start date of the mandate is between January 10 and February 10, 2024, and the probable end date is January 2028.
TENDER GUARANTEE
No bid security is required. All bidders should note that should they refuse to proceed with their bid, the Company may reject any bid submitted by such bidder to the Company for the next two years.
CONDITION
Only bids submitted by bidders who meet the following condition in particular will be considered: they must have a place of business where they carry on their activities on a permanent basis, clearly identified in their name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement.
INFORMATION MEETING / SITE VISIT
A technology-based virtual information meeting will be held on October 18, 2023, from 9:30 a.m. to 10:30 a.m., and will be accessible via a link that will be sent by e-mail to each company that has purchased the documentation for this call for tenders on the SEAO).
Participation in the virtual information meeting is strongly recommended. Any verbal information provided on these occasions does not engage the responsibility of the Company. The presentations and virtual tours produced by the Company are made available to companies interested in this call for tenders for viewing and bid preparation purposes only. The use, reproduction, distribution or sharing of these presentations or any part of their content is expressly prohibited.

FORWARDING COMPLAINTS
All complaints made to the Company under section 21.0.4 of the Act respecting contracting by public bodies (RLRQ, chapter C-65.1) must be received at plainte@sqi.gouv.qc.ca no later than the deadline for receipt as indicated in the Additional Instructions.
