CONTRACT IDENTIFICATION Contract number: 44535255 Contract title: Services professionnels en étude d'impact sur l'environnement pour le projet de reconstruction d'infrastructures portuaires de Sorel-Tracy - Saint-Ignace-de-Loyola Building address: 9, rue Elizabeth, Sorel-Tracy (Québec) J3P 4G1 Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for professional services for the above-mentioned contract. The successful bidder will be selected following the recommendations of a selection committee in accordance with the evaluation criteria described in the contract documents and the adjustment of bid prices in accordance with the predetermined factor mentioned in said documents. All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the electronic tendering system (SEAO) at www.seao.ca or by calling 514 856-6600 for residents of the Montreal area and toll-free 1-866-669-7326 for residents outside the Montreal area. Caution: Please note that only the documents required by the Company under the terms of this call for tenders must be submitted with the bid, in order to avoid any situation that would result in the bid being restrictive or conditional IMPORTANT NOTICES New The Company has removed the following forms from its contract documents: Attestation relative à la probité du soumissionnaire; Déclaration concernant les activités de lobbyisme; Attestation relative à l'absence de conflit d'intérêts. The content of these forms has been integrated into the Instructions to Tenderers, and declarations are now made by signing the Presentation Booklet. Additional signature spaces have been added to the Submission Book to enable each member of a non-legally organized group to sign when the latter has not identified a member, by proxy, to sign as the group's representative. Recommendation to submit bids electronically The Company has undertaken initiatives for its digital transformation and, therefore, strongly recommends that bidders submit their bids electronically through the SEAO. Authorization to contract/Revenu Québec certification It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Québec certification and, where applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are met before the deadline date and time indicated in the Instructions to Bidders and/or in the Complementary Instructions. Non-participation in the call for tenders Any person or company having obtained the contract documents and who does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and to forward it to the Company at the following e-mail address: infosoumission65@sqi.gouv.qc.ca CONTRACT DURATION According to the current project completion scenario, the probable start date of the mandate is between March 30 and May 30, 2024, and the probable end date of the mandate is in 2032. TENDER GUARANTEE No tender guarantee is required. All bidders should note that if they refuse to proceed with their bid, the Company may reject any bid submitted by such bidder to the Company for the next two years. CONDITION Only bids submitted by bidders who meet the following condition in particular will be considered: they must have a place of business where they carry on their activities on a permanent basis, clearly identified in their name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement. INFORMATION MEETING No information meeting is scheduled. RECEIPT AND OPENING OF BIDS Receipt of Bids: a. Paper bids: Paper bids must be received at the Company's bid receiving counter located on the first floor of 1075, rue de l'Amérique-Française, Québec (Québec) G1R 5P8, no later than the date and time indicated in the Additional Instructions. b. Electronic bids: Electronic bids must be received via the AETS at the following address: www.seao.ca, no later than the date and time indicated in the Additional Instructions. For technical questions regarding the electronic submission of bids, please contact OAIS Customer Service at 1-866-669-7326. Bid opening : The public opening of bids will take place on the date and at the time indicated for the receipt of bids. The only opportunity for anyone to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No subsequent viewing, recording or broadcasting of the video recording of the opening is possible. TRANSMISSION OF COMPLAINTS All complaints made to the Company pursuant to section 21.0.4 of the Act respecting contracting by public bodies (RLRQ, chapter C-65.1) must be received at plainte@sqi.gouv.qc.ca, no later than the deadline for receipt of such complaints as indicated in the Additional Instructions. INQUIRIES Bidders wishing to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address indicated below, making sure to mention the contract number. If such a request for clarification is received two working days or less before the closing date and time for receipt of bids, the Company reserves the right not to consider it.
