Description
1.1 PURPOSE OF THE INVITATION TO TENDER
By this call for tenders, the City requires professional services for the control and spraying of biting insects on the territory of the City of Sept-Îles. The City intends to award this contract according to one of the following options:
Option A: Term of one (1) year
Option B: Three (3) year term
Option C: Five (5) year term
4.1 MANDATE DESCRIPTION
By this call for tenders, the City requires professional services for the control and spraying of mosquito and black fly larvae using biological larvicide on part of the territory of the City of Sept-Îles, for the approximate period from April 15 to August 15 of each year.
The work will include, but is not limited to: supply of equipment, biological insecticides, storage facilities and premises, qualified labour and room and board.
Insect control treatments must cover a sufficient area to protect urbanized areas until mid-August, with more than 80% efficacy (nuisance reduction). The 80% efficacy requirement must be calculated in such a way that nuisance test data are calculated separately for each of the four periods specified in the "Efficacy Evaluation" section.
The calculation is based on an average, for each test period, for all controlled and uncontrolled areas, in accordance with the "Effectiveness assessment" section.
In addition, before work begins, an application for a certificate of authorization must be prepared and submitted to the regional branch of the Ministère de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP) in accordance with section 22 of the Environment Quality Act (LRQ ch Q-2), and must include all the information and documents required to obtain the certificate.
By this contract, the successful bidder undertakes to carry out the entire watering program in compliance with all the elements applicable to this type of work, i.e. :
- preparing, filing and obtaining a certificate of authorization;
- hold the necessary permits for purchasing and applying pesticides, and be familiar with pesticide regulations and laws;
- be familiar with the ecological and toxicological impacts of treatment, and with specific measures to protect wildlife conservation areas where necessary;
- supply the necessary insecticide in sufficient quantities;
- provide equipment for spraying, according to the particularities of the territory;
- supervise the control of biting insects and, at the end, produce a report on activities and results obtained.
