CALL FOR TENDERS

The Ville de Sainte-Anne-des-Plaines, is seeking bids for professional engineering services for final plans and specifications and services during construction in connection with the upgrading of wastewater treatment and pumping facilities in the town of Sainte-Anne-des-Plaines.
Persons and companies interested in this call for tenders must obtain the tender documents from the electronic tendering system (SEAO) at the following address: www.seao.gouv.qc.ca. Documents may be obtained at the cost established by SEAO. The Ville de Sainte-Anne-des-Plaines reserves the right to reject any bid whose bidder has not obtained the tender documents directly from the SEAO, including addenda (if applicable).
In addition, the City shall not be liable for any written notices or documents transmitted through the electronic system that are incomplete or contain any errors or omissions whatsoever. Consequently, all bidders must ensure that they obtain all documents related to this call for tenders via the SEAO before submitting a bid.

The deadline for complaints is September 4, 2024.
Tenders (original and 1 copy) must be inserted in sealed envelopes marked "Tender - TP40 - Upgrade of wastewater treatment and pumping facilities" and addressed to the Town Clerk's Department, Ville de Sainte-Anne-des-Plaines, 139, boulevard Sainte-Anne, Sainte-Anne-des-Plaines (Québec) J5N 3K9, (450) 478-0211, and be received no later than 11 a.m. (Town Hall lobby time) on September 24, 2024. The contents of the bid envelope must be as follows:
a) All requested documents in 2 copies (one original and one copy) in a first sealed envelope marked: "Tender - TP40 - Upgrading of wastewater treatment and pumping facilities - Engineering services - Envelope A - Qualitative offer".
b) The price schedule, duly completed and inserted in 1 copy (i.e. the original) in a second sealed envelope marked: "Tender - TP40 - Upgrading of wastewater treatment and pumping facilities - Engineering services - Envelope B - Financial offer".
The City will open Envelope A "Tender - TP40 - Upgrading of wastewater treatment and pumping facilities - Engineering services - Envelope A - Qualitative offer" on September 24, 2024 at 11:01 a.m. The selection committee will open Envelope B "Tender - TP40 - Upgrading of wastewater treatment and pumping facilities - Engineering services - Envelope A - Qualitative offer". The selection committee will open envelope B "Bid - TP40 - Upgrading of wastewater treatment and pumping facilities - Engineering services - Envelope B - Financial offer" for each bidder having obtained a score of 70% or more in the multi-criteria analysis.
The following intergovernmental agreements are applicable: Quebec-Ontario Trade and Cooperation Agreement (QOTCA), Canadian Free Trade Agreement (CFTA) and Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
The City does not undertake to accept the highest or any of the bids received, and is under no obligation to the bidders. It further reserves the right to reject any and all bids received, should it see fit, without thereby being held liable or being subject to any action or claim for costs or losses incurred by the bidders.
