Description
As part of the project to bring the Municipality of Les Escoumins' drinking water production facilities up to standard, this call for tenders involves retaining the professional services of a Service Provider to design the plans and specifications, prepare and manage the request for authorization from the MELCCFP, prepare and manage the requests for quotations, prepare the tender documents for construction, provide services during the call for tenders, as well as supervise the work, start-up and prepare the operation and maintenance manuals.
Only companies with a permanent establishment in Quebec are eligible to bid. This establishment must be accessible to the public during normal business hours and house a significant portion of the permanent resources, materials and equipment required to carry out the mandate for which the Municipality intends to award a contract.
Tender documents are available through the Electronic Tendering System (SEAO) on the Internet at www.seao.ca, subject to payment of the appropriate fee. All bidders are required to comply with the bidding documents, failing which they may be penalized, up to and including rejection of the bid or termination of the contract.
Tenders must be inserted in sealed envelopes, addressed to the attention of Mrs. Andrée Lessard, Director General and Clerk-Treasurer of the Municipality of Les Escoumins, and will be received until Wednesday, October 9, 2024 at 11:00 a.m. at the offices of the Municipality.
Tenders will be opened at the Municipality's offices located at 2, rue Sirois, in the presence of at least two (2) witnesses. At this stage, only the names of the Bidders will be declared aloud, as the documents will then be analyzed for compliance and the bids submitted for weighting by a selection committee charged with evaluating them on the basis of the documents provided.
The Municipality assumes no responsibility for any written notices or documents transmitted electronically that are incomplete or contain any errors or omissions whatsoever. Consequently, all Tenderers must ensure that they have obtained all tender documents before submitting a tender.
The Municipality does not undertake to accept the lowest or any of the bids received, nor to incur any costs or obligations of any kind to the Bidder(s).
