France - Pre-operational urban planning study - Haut Sancé - AFPA sector

Description

Located in the southeastern quarter of the city, the AFPA sector is characterized by peripheral urbanization that is mainly residential, with a predominance of individual housing and a small amount of social housing.
In 2014, the City commissioned a study from the CO-BE group to draw up the operational plan for the approximately 5-hectare Zone d'Aménagement Concertée du Haut-Sancé. The project calls for around 500 housing units, 1,400 m² of retail and business space, and a future sports or multi-purpose building to replace the Haut-Sancé gymnasium, which was deconstructed as part of the project.
The Haut-Sancé ZAC is currently under construction and should be largely completed by 2030.
Today, the city's wish is to have a more or less long-term vision of an enlarged study perimeter of around 35 ha located around the railway line, extending from the Haut-Sancé ZAC to the Noyer sector, and specifically questioning the future of the AFPA site, of around 8 ha, which should undergo changes in the short and medium term.
The Rennes AFPA has approached Archipel Habitat with a view to rehabilitating and developing its accommodation facilities on the site.
With this in mind, an agreement was signed in 2024 between the AFPA, Archipel Habitat, the City of Rennes and Rennes Métropole to coordinate the various discussions and actions to come, and ensure consistency between the projects carried out by the AFPA and the planning guidelines of the City and Metropole of Rennes for the entire sector.
The aim of the urban project management work covered by this contract is to draw up a guide plan for the study area, including an operational plan consistent with this strategy for the AFPA site.
