Description

Interested Bidders or Management Companies will be expected to further develop, manage, operate, and maintain North Abaco Container Port as a modern Cargo Transshipment Port Terminal Facility. It offers international, domestic, and warehousing services for receiving and berthing ships and transferring cargo and persons thereto with due diligence, care and skill.

The North Abaco Container Port facility is situated on 45.4 acres of property in Cooper’s Town, Abaco. It has a 550 feet turning basin with a controlling water depth of 13.1 feet.

Facilities include the following:

  1. international and domestic warehouses
  2. bulk storage
  3. landing craft ramp (roro vessel)
  4. international and domestic container storages
  5. fueling station
  6. boat launch and storage areas
  7. marina services
  8. repair field
  9. slips for local vessels

Provisions for future expansions comprise a 120 slip marina and allocations for expanded international and domestic warehouses. 

Project Scope

Under a 25-year lease agreement, the government will require the successful bidder or management vompany to operate, finance and invest in the North Abaco Container Port needed to provide for the success and growth of the transport industry in The Bahamas.

With respect to management of the port facility, the government is desirous of a bidder (management company) to:

 a. manage and operate the North Abaco Container (Transshipment) Port with due diligence, care, and skill;

b. provide docking and mooring of domestic and international vessels;

c. provide services for receiving, shipping, assembling, distributing, moving, loading and unloading of (a) break-bulk cargo, (b) incidental containers on predominantly non-container or Ro-Ro type vessels, and (c) inbound and outbound containerized vessels;

and d. transfer cargo and containers from and between vessels, trucks, and other means of transportation/conveyance.

e. Possess the capacity to construct, manage n operate a passenger vessel terminal or subcontract the same to an approved third party.

f. Construct manage and operate dry boat storage and vessel maintenance

With respect to management of the company’s obligations, the government is desirous of a bidder to:

a. maximize the employment of Bahamians through the employment of staff at minimum ratio of eighty percent (80%) Bahamians to twenty percent 20% foreign employees.

b. Satisfy all environmental requirements of government agencies in relation to the management and operation of the port facilities, including the monitoring of all mechanisms connected thereto

c. install and provide the appropriate security systems for the protection of the property and assets within the North Abaco Port facility, in particular compliance with standards imposed by government regulations and the International Ship and Port Facility Security (ISPS) code

d. provide, at its sole expense, suitable office accommodations for such officers and employees of the government as the government may station thereon for security of the port and collection of customs duties

e. afford the selected bidder the right to enter into sub-leases, licenses, and operating agreements to establish facility usage fees and lease rates with any other user on such terms and conditions necessary

f. provide all navigational aids that may be required pursuant to any regulation or in satisfaction of international standards

Bidders or Management Companies are encouraged to submit as part of their proposal a vision for their improvements along with an execution plan. The facility is required to be so commissioned, operated and maintained so as to meet international cruise terminal standards and comply with all legislative and regulatory requirements.

Meaningful regard must be given to Bahamian ownership in the North Abaco Container Port.
