Description

The subject of this award procedure is the basic services of LPH 1-9 from the scope of services according to § 41 ff. HOAI object planning civil engineering § 45 ff. HOAI 2021 traffic facilities. The required services are in connection with the construction of a full connection to the B 415 and the development of the site for the new clinic building in Langenwinkel, City of Lahr.

Building construction project and planning law
Ortenau Klinikum gKAöR is planning the new construction of the Ortenau Klinikum Lahr in the Langenwinkel district to the west of the residential area.
The city of Lahr is making the construction site available. The KLINIKUM development plan is being drawn up to create the building rights. In addition, a separate development plan replacing the planning approval will be drawn up for the connection to the B 415.

Development | Traffic
Traffic access is to be ensured via a full connection to the B 415. All motorized traffic (emergency, employee, visitor, patient and supply traffic) is to be handled via the new junction to be built. Through the district of Langenwinkel, there will only be a service for pedestrians and cyclists and a second fire department access road. The Freiburg Regional Council, as the responsible road construction authority, has confirmed the necessity of this full connection to the B 415 and has promised approval for a junction that complies with the technical regulations.
Traffic planning questions were answered with the help of a specialist office. Based on this, a feasibility study with preliminary designs for several junction forms and variants was prepared by another specialist office. In February 2025, a decision will be made with the involvement of the political bodies of the city of Lahr as to which junction form will be pursued further.
Construction site traffic is also to be handled via the full connection to the B 415 in order to avoid any disruption to the residential population in Langenwinkel. If the new junction has already been constructed (in part), this should be used. Otherwise, a temporary construction site access road is to be created via the B 415. A construction site traffic concept is still to be drawn up. During planning and construction, it must be ensured that a single-lane public traffic flow is maintained on the B415 in each direction.
On the opposite side of the B415 is the West Industrial Estate with expansion areas to the west. It was therefore examined whether the new junction could also assume an access function for this (see variants 1-4 and 6).

Development | Supply and disposal
The main collector for wastewater runs along the north side of the B 415. A fresh water connection, possibly a gas connection and various communication and energy supply lines will probably also have to be installed via the existing industrial estate West. The supply lines will be planned by the relevant utility companies. The project planner (contractor) is responsible for coordinating the construction process and the crossings of the main road. The aim is to provide all supply and disposal lines at a central point in the north-eastern area of the new hospital boundary. The hospital will be doubly protected by the utilities. A further central point is planned at the south-eastern boundary. In the planned crossing area of the supply and disposal lines, the B415 is approx. 1.0 m higher than the surrounding terrain.

The awarding authority points out that companies were already involved in a feasibility study in advance. All information and all available work results will be made available in the procedure in order to balance the advantages.

The planning services are to be commissioned in stages:
- Service level 1: Service phases 1-4
- Service level 2: Service phases 5-9
