Description

Belgoprocess and ONDRAF/NIRAS wish to appoint a social secretariat, combined with an HRM software tool, to perform various wage calculations, primary and secondary employment conditions and support various HRM processes. Belgoprocess acts as a Purchasing Centre in accordance with Article 2, 6o,a) and Article 2, 7o,b). Belgoprocess handles the procedure up to and including the award. Both Belgoprocess and ONDRAF/NIRAS carry out the assignment separately. The assignment is divided into two lots. Parties offering only for Lot 2 must take into account that Lot 1 will be awarded first and that afterwards the compatibility of their software program with the functioning of the designated social secretariat will be checked before Lot 2 will be awarded.
Specialized services with regard to a social secretariat with calculation of wages, calculation of the end-of-year bonus, calculation of holiday pay, wage administration, legal services, ..., whereby the specialization is required for the complexity of the "payroll" falling under PC 207 (Belgoprocess) and PC 200 (ONDRAF/NIRAS). As a mandatary, the social secretariat will be responsible for the fulfilment of the social security obligations and the tax obligations resulting from payroll aspects. The assignment also includes legal support in the field of labour law and social legislation. Belgoprocess and ONDRAF/NIRAS wish to make use of software that can digitally store and manage personnel data, cafeteria plan, salary calculations, personnel changes, training needs, appraisals, qualifications and requirements of employees regarding their tasks. The complete software program and associated data files need to be installed on the servers of the service provider (SaaS). Among this lot there are two "lots" as the requirements for the software tool for Belgoprocess and ONDRAF/NIRAS are different. "Lot 1" is the software tool for Belgoprocess. "Lot 2" is the software tool for ONDRAF/NIRAS.
