Description
The contracting authority invites tenderers to a restricted tender contest for the establishment of a dynamic purchasing system for the procurement and leasing of official cars for Fredrikstad municipality.Currently, the contracting authority has an ongoing leasing agreement with DNB ASA. This agreement shall be used when entering into leasing agreements.The DPS applies for new procurements. This means that the existing agreements will be valid until they expire or are terminated. New agreements shall then be entered.There is currently no position on which vehicles shall be leased and which shall be purchased. It is highly likely that the majority of the vehicles will be leased. The contracting authority is free to select between leasing and purchasing. The system is not divided into groups or categories. Each competition will have information on what type of products are to be delivered, and tenderers must themselves assess whether they can meet the requirements in the procurement in such a way that they can submit a tender. The contracting authority can choose to split the procurement in each competition into groups/categories if it is deemed appropriate.The contracting authority wants a system that covers our need for transport, and safeguard the regional and local instructions for reducing the climate and environmental impacts.Procurements of vehicles aim at having the largest possible share of zero-emission vehicles or biogas vehicles at disposal and the lowest possible operating costs, provided that such vehicles can satisfy our need for transport. The contracting authority wants the future vehicles to become considerably more environmentally friendly.The contracting authority would like to establish a dynamic procurement system for the procurement and operational leasing of vehicles that mainly run on electricity, biogas or hydrogen.Some of the tender contests only apply to vehicles with the mentioned drivelines. Where there is a shortage of charging infrastructure, filling stations or the contracting authority's requirements are met, vehicles on fossil fuel will be required.The following vehicles are primarily included in the contract (the list is not exhaustive):Small cars — passenger cars with 5 doors and 5 seats.Small goods vans, 3-5 doors and 2 seats, for example Caddy/Connect or equivalent.— passenger cars — 5 seatsLarge goods vans, for example Transporter or equivalent under 3 500 kg.Large goods van, for example Sprinter/Crafter or equivalent over 3 500 kg.— passenger cars — 7-9 seatsThe purchasing system primarily applies to new vehicles only. Used vehicles are as a general rule procured outside the purchasing system. However, it may be possible to submit tenders for used vehicles if the relevant contracting authority deems it suitable.Passenger cars are mainly used for business trips/assignments, possibly with less cargo and/or trailer.Goods vans with or without trailers are mainly used for collection and delivery of goods, transport of mail, transport of waste, etc.The DPS must also include:— service contract,— repairs and parts after the warranty period,— any other accompanying services.Limitations:Leasing contracts entered into prior to the signing of this DPS are not included. Currently, the contracting authority has an ongoing leasing agreement with DNB ASA. This agreement shall be used when entering into leasing agreements.Only qualified suppliers will have access to the published competitions included in the scheme. In this stage of the process, interested providers can apply to be qualified and included in the dynamic purchasing system.
