Description
The United States Government (USG), Department of State (DOS), Bureau of Overseas Buildings Operations (OBO) requires Building Inspection, Design Review, and Construction Monitoring for two housing projects comprising a total of nine (9) houses in Paramaribo, Suriname. Seven projects are to renovate existing houses and a former hotel, and one project is to construct one new house. This Statement of Work (SOW) defines the services to be performed by the Architect / Engineer (A/E) Contractor, hereafter referred to as the Contractor.
The selected firm’s/individuals’ qualifications shall include:
Proficiency in English, particularly with respect to architectural and engineering technical language.
Licensed or otherwise qualified professional services including, either on-staff or through contractual resources: architecture, Engineering (PE) (electrical, telecom, civil, structural, mechanical, plumbing, geotechnical), and Fire Protection.
Demonstrated prior experience with host country codes, standards, and practices.
Demonstrated prior experience with local project(s) of comparable scope, scale, and quality of the required tasks.
Demonstrated ability to coordinate with local and U.S. professionals engaged under separate agreements to provide other design and construction services
The selected firm and staff will be subject to background checks, as required for visits to US diplomatic facilities.
Interested firms/individuals are invited to submit letter of interest and statement of qualifications that include:
Complete business address and telephone number of firm.
Complete names, nationality, date and place of birth, citizenship, and position/title (if appropriate) of the following:
Individuals having ownership of the firm.
Key officers of the firm.
Key staff who will work on this project.
A listing of all major projects in which the firm was involved during the past three (3) years.
Base country and base country identification number, if any.

Statements of interests are due by February 19, 2025. No quotations will be accepted after this time. Statements must be in English and incomplete quotations will not be accepted.
Your statement of interest must be submitted electronically to hadfieldtj@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission will deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
