SPECIAL NOTICE: SOURCES SOUGHT & REQUEST FOR INFORMATION (RFI). THIS IS NOT A REQUEST FOR PROPOSALS. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests to include an invite to further explain/demonstrate aspects of their proposed approach. Requests for a solicitation will not receive a response. Information provided in response to this RFI is submitted voluntarily and is not being requested as part of a solicitation for actual pricing.
PURPOSE OF RFI:
The purpose of this RFI is to gather information about potential solutions to achieve the following high-level objectives:
• Upgrading OSHA's analytical chemistry and other scientific instruments to improve system operability and efficiency
• Reviewing current laboratory data generation, handling, and storage systems to plan for an integrated laboratory information management system that provides digital traceability of analytical results, analytical reagents and standards, instruments (including configurations and settings), calibrations, and verification of analyst training and competence.
• Establishing an OSHA laboratory network in the Department of Labor's Cloud
• Establishing a data warehouse of existing and new measurement results
• Developing reporting tools to harvest test results and view trends/patterns
• Staff training on the new laboratory network/data repository and the new data analysis and reporting tools
Response to this RFI will be reviewed by DOL for their applicability to the Government's need and determined to be "Relevant" or "Irrelevant" to the above problem. Offerors of "Relevant" responses may be requested to demonstrate their approach and/or product to a Government panel of Subject Matter Experts to help DOL determine the best approach.
BACKGROUND:
The Directorate of Technical Support and Emergency Management (DTSEM) is an office within the Occupational Safety and Health Administration (OSHA). DTSEM supports OSHA's mission of compliance inspections, consultations, and the enforcement of occupational safety and health (S&H) regulations. DTSEM operates the DTSEM General Support System (GSS). The DTSEM GSS network is subdivided into two sections, the Laboratory Data Management Subnet (LDMS) operated from the Salt Lake Technical Center (SLTC) and the Cincinnati Technical Center Laboratory (CLAB) Subnet operated from the Cincinnati Technical Center (CTC). The DTSEM GSS network includes hardware, software, information, data, applications, communications, and people.
The DTSEM GSS is comprised of a variety of commercial analytical chemistry instrumentation and testing instruments that support the agency's mission. The required SLTC subnet Laboratory Information Management System (LIMS) functions include chemical sample analysis, quality control sample analysis, traceability of analytical results, analytical reagents and standards, instruments (including configurations and settings), calibrations, and verification of analyst training and competence. Report generation requirements include the subnet functions listed immediately above, as well as failure analysis, and other inspection analysis reports. These tests are key components in determining whether an employer has violated OSHA standards, without which, OSHA is unable to compel hazard abatement and remove workers from unsafe work environments, the core mission of the agency. The CTC subnet supports the calibration and repair of over 34,000 pieces of field equipment such as measuring tools, meters, communications and video capture tools. These tools are used by OSHA's field staff and On-site Consultation Program personnel to support OSHA's mission. The current subnet system in use at the SLTC includes some ability to digitally transfer analysis results to the LDMS (including quality control results), and report generation from the LDMS. All other listed requirements (e.g., all aspects of traceability, and verification of analyst training and competence) are currently documented separately and in many cases manually.
SCOPE:
The primary goal of this acquisition is to assist OSHA with obtaining experts (subject matter experts) in the area of scientific laboratory information technology network design and system interoperability. In addition, the contractor will provide implementation services to include equipment integration, data migration, business reporting, staff training, and follow-on support.
