Description
The purpose of this call for tenders is to operate Rennes Métropole's network of waste collection centers and plant platforms, including in particular :
- access control and reception of users at times and under conditions defined by Rennes Métropole (performance clause for the control of non-household waste producers)
- promotion of waste prevention and reduction,
- waste sorting according to criteria defined by Rennes Métropole (performance clause),
- waste collection management,
- optimized transport of waste in crates by compacting (performance clause),
- permanent cleanliness, routine maintenance and monitoring of the good condition of facilities,
- guaranteeing that sites operate correctly in terms of safety and regulations,
- stacking plant material on platforms,
- transmitting information and communicating with crate rental and transport service providers and with Rennes Métropole.
Rennes Métropole intends to improve its control of waste collection, and is considering the gradual introduction of measures to control access to its waste collection centers and to the platforms where household waste is deposited.
The objectives of the contract are to
- To offer a high-quality public service to private individuals and businesses visiting drop-off centers (quality of reception, prevention advice, sorting, information on waste streams, etc.).
- Enforce and apply the rules and regulations governing waste drop-off centers (compliance with sorting instructions, registration of professional drop-offs, prohibition of crumpling and limitation of theft).
- Rigorous site management (maintenance, cleaning, tidying of premises and containers, etc.).
- Optimize waste sorting quality, giving priority to re-use and recycling over residual flows (bulky waste, plaster) and hazardous waste: continuous improvement plan and performance clause.
- Plan and order removals, taking care to optimize box transport (volume, compaction) in order to reduce the environmental impact of operations.
- Contribute to the social and professional integration of people far from employment and people with disabilities, to gender equality and to the fight against discrimination.
The contractor is expected to be proactive in achieving the above objectives.
