Description

View Changes The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager, Synthetic Environment (PM SE), Product Manager, Constructive Simulation Support (PdM CSS) has a requirement for the One Semi-Automated Forces (OneSAF) program for development, test, integration, interoperability, support, and delivery of software, data, and documentation products to the Assistant Program Manager OneSAF (APM OneSAF); the U.S. Army Modeling and Simulation (M&S) Communities (Acquisition, Analysis, Experimentation, Intelligence, Test and Evaluation, and Training); and the rest of the OneSAF User Community. The OneSAF User Community includes, without limitation, other U.S. Army Program Executive Offices (PEOs) and Program Managers (PMs), Training and Doctrine Command (TRADOC) Battle Labs, Research Development and Engineering Centers (RDECs) and agencies, other Department of Defense Services and Joint agencies, Government civilian organizations and agencies, academic institutions, foreign countries, and other OneSAF Co-Developers. OneSAF supports modeling and simulation of force modernization and transformation from weapons systems to Brigade and below level combat. OneSAF supports the Army goal of cloud and web-based software application development in order to reduce hardware and support costs and to enable rapid training at both home station and distributed locations. The applicable NAICS Code for this acquisition is 541512, Computer Systems Design Services, with a Small Business Size Standard of $34M.
All comments and questions shall be submitted via email using the Question/Comment Form. Attachment 6- Solicitation Questions / Comments form shall ONLY be provided to Contract Specialist Naillil Dejesus at naillil.m.dejesus.civ@army.mil,  Demetria Carter at demetria.b.carter.civ@army.mil  AND to Contracting Officer Marvin J. Hagan at Marvin.j.hagan.civ@army.mil no later than 15 July 2024 at 12pm EST with the full solicitation number, W900KK-24-R-0027, within the subject line. Comments and questions submitted prior to this time will be accepted and are highly encouraged. Questions and Comments via phone will NOT be accepted.
In accordance with submission instructions outlined in Section L.2, Proposal Submission Requirements, proposals for solicitation W900KK-24-R-0027 shall be received by the designated Government official no later than 8 August 2024 at 12pm (*see 2 August 2024 Update*). This solicitation does not obligate the Government to make an award.
29 July 2024 Update: Proposal Submission Date – The Government is finalizing the review and responses to the questions/comments received from Industry, which will be posted to SAM.gov.  In the interim, the proposal submission due date is being extended from 8 August 2024 at 12PM to 16 August 2024 at 12PM (*see 2 August 2024 Update*). .
2 August 2024 Update: Proposal Submission Date – The Government is finalizing the review and responses to the questions/comments received from Industry, which will be posted to SAM.gov.  In the interim, the proposal submission due date is being extended from 16 August 2024 at 12PM to 30 August 2024 at 12PM.
14 August 2024 Update: Technical Data Package(TDP) - All portions of the TDP and its contents shall be deleted from any and all systems upon submittal of Offerors proposal but NLT 30 August 2024.
21 August 2024 Update:  The Government is finalizing the review and responses to the questions/comments received from Industry, which will be posted to SAM.gov.  In the interim, the proposal submission due date is being extended from 30 August 2024 at 12PM to 13 September 2024 at 12PM.  Technical Data Package (TDP)- All portions of the TDP and its contents shall be deleted from any and all systems upon submittal of Offerors proposal but NLT 12 September 2024. 
6 September 2024: The OneSAF solicitation amendment 0001 and responses to industry questions are in final review. The Government anticipates this information being posted to Sam.gov in the next couple of weeks, if not sooner. The proposal due date will be adjusted appropriately.  In the interim, the proposal submission due date is being extended from to 13 September 2024 at 12PM to 23 September 2024 at 12pm. Technical Data Package (TDP)- All portions of the TDP and its contents shall be deleted from any and all systems upon submittal of Offerors proposal but NLT 23 September 2024. Please continue to check Sam.gov for updates.
