Description
The Heat Planning and Decarbonization of Heating Networks Act (Wärmeplanungsgesetz - WPG) came into force on 1 January 2024.
According to the Brandenburg Heat Planning Ordinance (BbgWPV) in conjunction with the Heat Planning Act (WPG), the municipalities are the bodies responsible for carrying out heat planning. This is a mandatory task for local authorities.
The implementation of municipal heat planning is the central planning instrument for cities for the long-term and coordinated conceptualization of heat supply.
Heat planning is closely interwoven with the transformation processes of municipal utilities as operators of the district heating network and the oil-processing industry at the location. The required space heating in the district heating network is primarily covered by industrial waste heat from PCK Raffinerie GmbH. Involving the relevant stakeholders beyond the requirements of the Heat Planning Act is absolutely essential.
The long-term planning security for necessary investments that can be established in this way is of central importance both in the provision of space heating and on the consumer side.
Due to the above-mentioned rural character of the municipal area, in particular with regard to the dispersion of the districts, it is foreseeable that a central pipeline-based supply via district heating networks is only realistic in the core city area. This means that an increased demand for electricity is to be expected in the districts, either as a consequence of the requirements of the Building Energy Act (GEG) or for the operation of heat generators in possible local heating networks.
For these reasons, the electricity grids as well as the existing fiber optic network and the expansion plans should also be considered, analysed and evaluated as part of the heat planning.
