View Changes GENERAL:
The 144th FW – Fresno Air National Guard Base is seeking services for oil/water holding tanks to be performed at the Fresno Air National Guard Base. Additional details are included in the attachments. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified, to perform services as defined in the Performance Work Statement (PWS).
This solicitation W50S6T24QA019 is 100% set aside for small business IAW DFARS 219.502-2(a)(i). If there is an after hour point of contact, please include in quote. The primary North American Industry Classification System (NAICS) code is 562998 with small business size standard of $16.5M. A secondary NAICS code that is also considered to be applicable is 562910 with a small business size standard of 1,000 employees.

NOTICE OF SITE VISIT:
An organized site visit has been scheduled for Wednesday, September 11th @ 9:30AM PDT. In accordance with FAR 52.237-1 Site Visit, it is highly recommended that all interested parties attend.

BASE ACCESS: Base security requires all personnel entering the installation be cleared for access. The following must be accomplished to properly submit a base access request:
Each individual requiring access will be required to complete a DBIDS pre-enrollment https://dbids-global-enroll.dmdc.mil/preenrollui/#!/.

Upon completion of the pre-enrollment, the system will provide the individual with a 6-digit alphanumeric number. It is recommended that this page be printed, or a screenshot be taken.
The alphanumeric number will then be input into a base access request form, which is provided as an attachment in SAM.gov, along with the remaining visitor information.
Once completed, the base access request form must be submitted to 144.FW.FAL.MSC.Contracting@us.af.mil. Each company is highly encouraged to consolidate all individual requests into a single form to both minimize email traffic and to ensure requests are properly tracked.
Requests are required to be submitted no later than 5 business days prior to the date of the visit to allow adequate time for processing. Incomplete requests or requests submitted after September 3rd will NOT be accepted. PLEASE NOTE: Requests for foreign nationals require up to 45 calendar days for processing and likely will not be completed prior to the date of the visit.
The sponsor will forward all requests to the Security Office for processing. Once the results have been made available, the requesting point of contact will be informed whether or not the individual(s) has/have been granted access.
BASE ENTRY PROCEDURES: Upon arrival at the West Gate, visitors are asked to park their vehicles in the available parking lot and await further instructions. Government representatives will arrive up to 15 minutes prior to the scheduled time to verify visitors are cleared for access.
SIGN-IN: The government sponsor(s) will have a listing of the names approved for base access, and each visitor will be asked to verify their name is on the list. Individuals not on the list of approved names will NOT be authorized to enter the base. Those on the list will be directed to enter the base and will be required to present a valid photo ID to the entry controller as proof of identity.
VEHICLES: Vehicles may be allowed on base. Vehicle allowance will be determined on the day of the site visit. Any vehicles allowed on base for site visit attendance will be subject to search. Vehicles may not have weapons or drug paraphernalia (to include marijuana) present as restricted by federal installations. Vehicle Registration, Driver License, and Proof of Insurance for vehicles must be current.
PLEASE NOTE: Information provided at a site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the Standard Form (SF) 1449 is formally amended. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.

NOTICE TO QUOTERS:
This effort is a high priority requirement in support of the Air National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government’s intent to make award. This is not a commitment of funds or contract award.
