Notice of intent to Award ForBusiness Intelligence Software ToolsNotice of Intent to Award No. NOIA-2024-0040Issued: March 1, 2024 Notice of Intent to Award (“NOIA”) This Notice of Intent to Award is issued by City of St. Albert (the “City’) for procurements as required by policy and trade agreements in relation to a specific procurement, as detailed below. This is a public notice indicating to the vendor community that the City intends to award a contract for goods, services or construction to a pre‐identified vendor, thereby allowing other vendors to signal their interest in bidding, by submitting a Statement of Capabilities. If no vendor submits a Statement of Capabilities that meets the requirements set out in this NOIA, on or before the closing date specified above, the City may then proceed with the award to the pre‐ identified vendor.The City has a requirement for Business Intelligence Software for City use. The purpose of this NOIA is to signal the City’s intention to award a contract for these services and/or goods to the vendor identified in this notice.Before awarding a contract, however, the City provides other vendors with the opportunity to demonstrate that they can satisfy the requirements set out in this NOIA by submitting a Statement of Capabilities during the posting period.If other potential vendors submit Statements of Capabilities during the posting period that meet the requirements set out in the NOIA, the City may undertake a public bid solicitation process in order to award the contract to a vendor that meets the City’s requirements. If no other vendor submits, on or before the closing date a Statement of Capabilities meeting the requirements set out in this NOIA, a contract will be awarded to the pre‐selected vendor.  2. Description of ProcurementThe City of St. Albert, Economic Development (“Ec Dev”) Branch provides statistics and market data to new and existing businesses seeking information on how to start and conduct business with the City. Utilizing online resources is a primary avenue for businesses to gain the necessary knowledge required to make decisions in an expedient manner. Having relevant and accurate community data available in a format that is easily accessible is a key driver to investment attraction and business retention efforts for the City. The Ec Dev web pages are hosted within the City’s Corporate website as a subsection and reflects the design and navigation components of the City’s corporate brand. Categories within the Ec Dev pages are varied, with linkages to numerous City pages relevant to economic development and the intended use of the webpage visitor.This software offers targeted user-defined geographical current and dynamic data sets that provide the following specific information:Property Owner & Real Estate listings search tool with geolocation, interactive mapping and reporting options sourced from multiple data points.Community Overview; population, demographics, education, labour force, Industry trade data.Labour force data by occupation and industry with mapping option.Trade occupational data including remuneration categories.Education attainment and degrees data by program to include Alberta Universities and Colleges.Searchable business data by NAICS codes with mapping option.Community population data, segmented by age and mapping option.Software is capable of integrating/embed into the City’s website through ArcGIS and ESRI map layers and have flexibility of a custom banner and color.Software is mobile user-friendly data tools.B.The data intel provided must draw from the Environics data analytics service.C. The City will be responsible for integration of software into relevant City webpages and linkages within the City’s website.D. Ec Dev currently provides business intellectual tools found on relevant Ec Dev webpages, that are dynamic in nature. https://stalbert.ca/dev/business/invest/intelligence/ 3. Justification of AwardThe City of St Albert requires integrated software data mining tool that will provide dynamic business intelligence tools specific to the City of St. Albert and have regional comparators, that would be housed within the City’s website.GIS Planning is the software currently in place in the City and provides an enhanced platform which has a low time commitment for implementation with no ongoing maintenance. It has been successfully administered and tested for the past 12 months and offers the precise business intelligence data sets, design and integration that best suites the City’s investment attraction efforts. The software allows for customization of tools, the information is current and reflective of St. Albert’s community data and the data sets use St. Albert specific investment information. Additionally, the cost for this service is comparatively lower than others offering similar products and services. The City will be renewing the contract with GIS Planning for the following reasons:A substantive investment on time and resources has already been made by the City to transition to a new system and any changes on the solution would cause duplication of cost which is contrary to the City’s best interest.City Staff have conducted extensive research and investigation for other solutions that match the specific need of the City and the level of service we are currently receiving and have not discovered anything comparable.4. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)Any interested vendor must demonstrate in a Statement of Capabilities how they meet the following:Ability to supply the service at the same (if not exceeded) requirements, as noted in Section 2. Description of Procurement and Section 3. Justification of Award.Ability to supply the service at equal or lesser cost; andAbility to supply the service in an expedited timeframe after process acceptance.The City reserves the right to validate the submitted Statement Capabilities within a set time period (if applicable).5. Award Details Vendor (pre-identified): GIS PlanningTime Frame for Delivery or Length of Contract and Extension OptionsIt is anticipated that the resulting contract will be for a term of 3 years with an option to extend on the same terms and conditions for an additional term of up to another 3-year term.    c. Value: US $5,500.00 per year excluding GST6. Deadline for Statement of CapabilitiesThe submission deadline for this NOIA is March 21, 2024 2:00:00 PM Local time. 7.
