New York City Economic Development Corporation (“NYCEDC”) on behalf of the City of New York (the “City”) is pleased to release a request for proposals (“RFP”) seeking proposals from qualified parties for the long-term lease and development of two vacant parcels a mixed-income residential project of the southern parcels of the New Stapleton Waterfront on the North Shore of Staten Island. The parcels, B4 and B5 (Block 487, a part of Lot 100) (the “Site”), of the southern phase offer approximately 5.5 acres of land and 243,000 square feet across both lots.The RFP follows the recent release of the Staten Island North Shore Action Plan by the NYCEDC on September 14th, 2023. The plan outlined the general investment of over $400 million to develop a continuous two-mile, 20-acre waterfront esplanade from St. George to Stapleton.NYCEDC plans to select a developer for one or both parcels of the Site on the basis of factors stated in the RFP which include, but are not limited to financial feasibility, responsiveness to the project goals stated in the RFP, the respondent’s qualifications and experience, and the ground lease rent.It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives.
