1. The Islamic Republic of Pakistan has received financing from the Asian Development Bank (ADB) toward the cost of Second Power Transmission Enhancement Investment Program - Tranche 4. Part of this financing will be used for payments under the contracts named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The National Transmission and Despatch Company - NTDC (?the Employer?) invites sealed bids from eligible Bidders for the construction and completion of Procurement, Design, Installation, Testing & Commissioning of 500kV, 220kV & 132kV Control, Relay, AC/DC Panels for Extension Works (T/F Addition) at 500kV Faisalabad West, 500kV RYK & 500kV Dadu Grid Stations & Augmentation at 220kV Guddu Grid Station and Extension Works (220kV T/L Addition) at 500kV RYK, 220kV Bahawalpur & 220kV Daharki Grid Stations (?the Facilities?). The Works shall be executed in the following two lots:

Lot-II Procurement, Design, Installation, Testing & Commissioning of 500kV & 220kV Control, Relay & AC/DC Panels for Extension Works (220kV T/L Addition) at 500kV RYK, 220kV Bahawalpur & 220kV Daharki Grid Stations

3. Bidders may bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Letter of Bid
4. Open competitive bidding will be conducted in accordance with ADB?s Single-Stage: One Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
5. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
Average Annual Turnover Financial Resources Bidder?s Experience
Minimum average annual turnover calculated as total certified payments received for contracts in progress or completed, within the last three (03) years, as specified below:

Lot-I: US$ 2.1 Million or equivalent
Lot-II: US$ 1.86 Million or equivalent
Single Entity or JV:
The Bidder must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its current contract commitments defined in FIN - 4, meet or exceed the total requirement for the following lots:
Lot-I: US$ 0.39 Million or equivalent
Lot-II: US$ 0.35 Million or equivalent
Participation as a contractor, Joint Venture partner, or subcontractor, in at least one contract that has been satisfactorily and substantially completed within the last (ten) 10 years and that is similar to the proposed contract, where the value of the Bidder?s participation exceeds the amount mentioned below for each lot. The similarity of the Bidder?s participation shall be based on:
1. the physical size
2. nature of works
3. complexity, methods
4. technology and
5. other characteristics
as described in Section 6, (Employer?s Requirements).

Lot-I: US$ 0.84 Million
Lot-II: US$ 0.75 Million

7. To purchase the Bidding Documents in English, eligible Bidders should:

The document may be collected in person or may be sent by express airmail for an additional fee of PKR 3,000.00 for domestic delivery or USD 150.00 for overseas delivery. No liability will be accepted for loss in transit or late delivery.
