Interested Suppliers are invited to submit a Response to this MULRFQ for the opportunity to be evaluated and determined whether they are eligible to be added to the List of Qualified Suppliers for the Ministry of Agriculture and Food, Business Risk Management Branch. This list will be valid until January 31, 2028.This RFQ will be used to determine a list of qualified suppliers to provide crop and plant loss adjusting and inspections services on forage and grain in the areas of British Columbia, summarized in the following table: Area:Crops:CaribooForage, Silage Corn, GrainNorth Central (Highway 16 corridor)Forage, GrainPeace River RegionForage, GrainCoastal (Fraser & Vancouver Island)Forage, Silage Corn, GrainOkanagan, Similkameen, Okanagan-BoundaryForage, Silage Corn, GrainEast, West & Central KootenayForage, Silage Corn, GrainThompson-NicolaForage, Silage Corn, GrainQualified Suppliers may be contracted directly, or asked to compete, to enter into one year or multiple year Contract(s) to provide adjusting and inspection services for forage and grain crops on an “as, if and when requested” basis.The number and type of inspections required correlates directly with the number of growers, weather events, and loss events in each area. While the inspections may occur anytime during the year, depending on the region, the majority will occur during the growing season which is from April 1 to November 30.Qualified respondents must be capable of conducting and documenting field inspections for any of the following reasons:a) assessing crops or plants that may have suffered damage;b) determining Cause(s) of Loss and the apportionment of yield reduction due to a Cause of Loss or multiple Causes of Loss;c) assessing crop and plants management practices;d) estimating pre-harvest crop yields;e) determining the area of crop in a field;f) sampling crops for quality loss;g) measuring the volume (tons, kgs, lbs, bushels, bins, etc.) of a harvested crop;h) conducting detailed farm inspections;i) determining and reporting health and vigour of plants and their ability to bear crop; andj) determining program eligibility, warranty confirmation, loss control, and underwriting inspections.More detailed information can be found in the attachment.
