Description
The dynamic purchasing system will cover Oslo Municipality's entities' need for light vehicles. Light vehicles mean vehicles under 3.5 tonnes, mainly passenger cars and goods vans. Only light vehicles based on zero emission technology will be procured under the scheme.
The dynamic purchasing system will cover Oslo Municipality's entities' need for light vehicles. Light vehicles mean vehicles under 3.5 tonnes, mainly passenger cars and goods vans. The DPS will contribute to achieving the goal of Oslo Municipality's procurements making Oslo a greener city, c.f. sub-goal 2 in Oslo Municipality's procurement strategy (city council case 1104/17). Priority areas no. 4 and no. 5 in Oslo Municipality's climate strategy (city council case 214/19) that all passenger cars on Oslo's roads must be emission-free by 2030 and that all goods vans must be emission-free, is also a guideline for this dynamic purchasing system.Therefore only light vehicles based on zero emission technology will be procured under the scheme. Zero emission technology means emission free vehicles and includes electric vehicles that run on batteries (hereafter electric vehicles), or vehicles that use hydrogen or another form of zero emission technology. Emission-free energy carriers do not have any form of emission during use, neither CO2 or other gases that affect local air quality (such as particle emissions and suspended particulate matter.In addition to the procurement of light vehicles, additional equipment, fittings such as roof and trailer fixings, etc., will also be included in the dynamic purchasing system. In addition to vehicles of more standardised models, specially adapted vehicles will also be need in some cases. Both new vehicles and second-hand vehicles will be required. Service for vehicles for a given number of years is also included in the scheme. The tender enquiries that include this will have service as a non-exclusive option.Deliveries under the dynamic purchasing system are expected to have a total estimated value of approx. NOK 80 million excluding VAT over the course of the scheme, c.f. point 2.2. This estimate is based on the turnover figure for the last four years and expected use is according to the contracting authority's best judgement. The estimate is only a guide and is without obligation for the contracting authority.The municipality's entities that carry out services and assignments that have special requirements for each vehicle, such as the Fire and Rescue Department, will not be obliged to make procurements under the scheme for this type of vehicle.
