CALL FOR TENDERS BASED ON VALUE FOR MONEY
TENDER TITLE
Modernization of cloud data path
MANDATE DESCRIPTION
The main objective of this call for tenders is to obtain specialized external resources to carry out work in the field of information technology to modernize our database service offering, with the aim of modernizing our database environments and preparing their transition to cloud computing.
Revenu Québec wishes to establish a firm contract with a single service provider.
To meet its needs, Revenu Québec has identified the following profiles:
- Profile 1 : Cloud data architecture consultant (specializing in AWS, Azure or OCI)
- Profile 2 : Cloud DevOps Data Specialist
- Profile 3 : Cloud data specialist
As part of this mandate, resources will be required to work in a hybrid mode (a combination of telecommuting and office presence). More specifically, each resource will be required to work one (1) to two (2) face-to-face days per week at one of the following Revenu Québec offices:
- 3 800 rue de Marly, Québec (Québec), G1X 4A5 ;
- Complexe Desjardins,150 rue Sainte-Catherine, North Tower, Montreal, Quebec, H2X 3Y2;
- 5, Place Laval, Laval (Québec), H7N 0C1.
Throughout the term of the contract, the contract manager may, at his or her discretion, increase the number of face-to-face days for the resource.
The work to be carried out under this call for tenders is planned for a period of three (3) years, commencing on the date of the last contract signature.
OBTAINING TENDER DOCUMENTS
Tender documents are available from the Electronic Tendering System (SEAO).
RECEIPT AND OPENING OF TENDERS
Bids must be marked in the tender documents and sent to the following address:

no later than Wednesday, December 18, 2024 at 2 p.m., local time, to the attention of Ms. Marie-Ève Hébert.
Bids will be opened publicly by teleconference at 2 p.m. local time on Thursday, December 19, 2024. It is also possible to attend in person by presenting yourself at 1:50 p.m. at the reception counter located at the security station near the gates, mentioning your first and last name, the title and the tender number. A security officer will contact the designated contact person to escort you to the dedicated room.
SERVICE PROVIDERS ELIGIBLE TO BID
Only qualified service providers with an establishment in Quebec or one of the territories covered by the applicable agreements and who have obtained the tender documents distributed by SEAO are eligible to submit a bid.
QUALITY ASSURANCE SYSTEM
The service provider is required to provide with its bid, regardless of the amount, a copy of its registration certificate issued by a registrar accredited by the Standards Council of Canada or by an accreditation body recognized by it, indicating that it has a quality assurance system covering the field of information technology, in compliance with ISO 9001:2015.
In the case of a consortium that is not legally organized, the quality assurance system requirements apply only to the member of the consortium that provides the services subject to these requirements.
COMPLAINT AND DESIGNATED REPRESENTATIVE
A complaint may be lodged if the current call for tenders contains conditions that do not ensure fair and equitable treatment of competitors, do not allow competitors to participate even though they are qualified to meet the needs expressed, or do not otherwise comply with the normative framework.
