The Project Manager, Institut universitaire de cardiologie et de pneumologie de Québec , having its head office at 2725 Chemin Sainte-Foy, Québec City, requests tenders for the construction work of the project mentioned in title.


Interested parties can only obtain the tender documents through the OESC electronic tendering system. ( www.seao.ca or for the Montreal area at 514-856-6600 or toll-free outside at 1-866-669-7326).

Tenders may be submitted electronically and may be transmitted only through the electronic tendering system.


BIDS MUST BE ACCOMPANIED BY A BID SECURITY IN ACCORDANCE WITH THE FOLLOWING CONDITIONS:
In an amount equivalent to a percentage of the tender price and in the form determined below:


A bid bond issued by a surety [1] in the amount of ten percent (10%) of the bid price, valid for a period of forty-five (45) days from the bid opening date; or
A certified cheque or bank draft made payable to the Project Manager in the amount of five per cent
(5%) of the bid price; or
An irrevocable letter of guarantee issued by a Surety 1 and conforming to the provisions of the Project Manager's "Irrevocable Letter of Guarantee" form in the amount of five percent (5%) of the bid price.

It will also be possible to attend a virtual opening of submission via Teams. However, you must notify us by email at iucpq.construction@ssss.gouv.qc.ca at least 24 hours before the opening of submissions. An invitation will be sent to you by email in order to participate in the bid opening.

Our offices are open from 8am to 12pm and from 1pm to 4pm.

Only contractors having a business office in Quebec (N.B. when an intergovernmental agreement is applicable, add the following text: "or in a province or territory covered by such agreement") and holding the required licence under the Building Act are eligible to tender.

A contractor holding a restricted licence issued by the Régie du bâtiment du Québec or registered in the register of companies ineligible for public contracts (RENA) and whose period of ineligibility for public contracts has not ended is not eligible to submit a tender; these two cases of ineligibility also apply to the tenderer's subcontractors.

Bidders are responsible for the selection of subcontractors, both for their creditworthiness and for the content of their bids; and must inform them of the conditions they intend to impose on them and ensure that they hold the required permits and licences.

Information visit :
During the tender period, the Project Manager will organize an information visit to the Y2237.
( Marguerite d'Youville pavilion, level 2 ) on March 11 at 8:30 a.m. During these visits, representatives of the Project Manager will answer bidders' questions. All bidders, contractors and subcontractors will be considered as having visited the site and no claim for lack of knowledge of the site will be submitted or accepted.

In preparation for the information visit, bidders must comply with the following new guidelines in order to access the IUCPQ:

Notify us by e-mail of your presence at the visit, indicating the name of the persons present, the telephone number and the company at the following address iucpq.construction@ssss.gouv.qc.ca . You must send us your confirmation of attendance at least 48 hours before the official visit indicated above. A limited number of visitors will be accepted, so another meeting could be scheduled if necessary on Thursday March 11th at 10:00 am. An invitation will then be sent to you by e-mail, specifying the date and time of your visit. You cannot choose the time of the visit. You will need to present this invitation upon your arrival.
Refrain from going to hospital if you have been diagnosed with and/or developed symptoms of VIDOC 19 within the last 14 days.
Use only the underground parking lot and go to the tunnel door to the security officer who controls access by presenting him with a copy of this notice.
Wear your face cover (or mask) upon arrival and disinfect your hands at the entrance.
Sign the Symptom-free Certificate of Absence Register.
Then proceed to the meeting place in room Y2237 to attend the visit.
