SUMMARY DESCRIPTION OF WORK

Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for the supply of expertise, labour, materials, equipment, services and everything else required for the execution of heating cabinet work for the restoration, upgrading and redevelopment of the Édifice Gérard-D. -Lévesque building at 12 rue Saint-Louis in Quebec City.

IMPORTANT NOTICES

News

A new electronic tendering system ("SEAO") went live in June 2024. Among the new features announced, the system will automatically assign a "Tender Slip Identification Number" to each supplier-type organization.

You will note that the Company has added a space on the Tender Form to allow the tenderer to enter his "Tender Slip Identification Number", assigned to him by the SEAO.

Recommendation for electronic submission of bids

The Company has undertaken initiatives for its digital transformation and, as a result, strongly recommends that bidders submit their bids electronically via the SEAO.

Authorization to contract/certification from Revenu Québec

It is strongly suggested that bidders apply as soon as possible, in accordance with the requirements of the contract documents, for their Revenu Québec attestation and, if applicable, for their authorization to contract from the Autorité des marchés publics, to ensure that these requirements are met before the deadline date and time indicated in the Instructions to Bidders and/or in the Complementary Instructions.

Non-participation in the invitation to tender

Any person or company who has obtained the contract documents and who does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and to send it to the Company at the following e-mail address: infosoumission6@sqi.gouv.qc.ca.

Subcontractor bids

All subcontractors subject to the Bureau des soumissions déposées du Québec (BSDQ) must, when submitting their electronic bids to the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the electronic bid transmission system (TES).

DURATION OF WORK

The work required under this call for tenders must be fully completed within 104 weeks (including statutory holidays, construction vacations and the time required for the supply of materials/equipment) from the date stipulated in the contract or upon receipt of written authorization from the Company.

The probable start date is between March 3 and April 4, 2025.

TENDER GUARANTEE

Tenders must be accompanied by a bid security equal to 10% of the tender amount.

► When the bid is transmitted on paper, this bid security must be presented in the form of a bond, irrevocable letter of guarantee, certified check, money order or draft and comply with the conditions mentioned in the "Bid Security" article of the Instructions to Tenderers.

► When the bid is transmitted electronically, this bid security must obligatorily be presented in the form of a bond or irrevocable letter of guarantee and comply with the conditions mentioned in the "Bid Security" article of the Instructions to Tenderers. No other form of guarantee is accepted with this method of transmission.

CONDITIONS

Only bids submitted by tenderers who meet the following conditions will be considered:

1- have an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement;

2- have the qualifications and hold the licenses required under the Building Act (RLRQ, chapter B-1.1).

INFORMATION MEETING / SITE VISIT

Bidders interested in visiting the site must make an appointment by contacting Thomas B. Bédard at tbrassard-bedard@sqi.gouv.qc.ca, no later than 5 working days before the deadline for receipt of bids. Interested bidders must be present at the site on the date and at the time set by the person in charge of visits.

Attendance is strongly recommended.

No verbal information provided to any bidder at this meeting will engage the responsibility of the Company.

RECEIPT AND OPENING OF BIDS

Receipt of bids :

a) Paper bids :

Up to and including November 29, 2024, paper bids must be received at the Company's offices located at 1075, rue de l'Amérique-Française, first floor, Quebec City, Quebec G1R 5P8. The bidder must use the label provided for this address.

As of December 2, 2024, paper bids must be received at the Company's offices located at 525, boulevard René-Lévesque Est, first floor, Québec (Québec) G1R 5S9, no later than the closing date and time for receipt of bids. The bidder must use the label provided for this address.

b) Tenders submitted electronically :

Electronically transmitted bids must be received via the SEAO at the following address: www.seao.gouv.qc.ca, no later than the deadline date and time indicated in the Additional Instructions.

Tender opening :

The public opening of bids will take place on the date and at the time indicated for the receipt of bids. The only possibility for anyone to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No subsequent viewing, recording or broadcasting of the video recording of the opening is possible.

TRANSMISSION OF COMPLAINTS

All complaints made to the Company under section 21.0.4 of the Act respecting contracting by public bodies (RLRQ, chapter C-65.1) must be received at plainte@sqi.gouv.qc.ca, no later than the deadline for receipt of complaints as indicated in the Additional Instructions.

INFORMATION

Bidders wishing to receive clarification concerning the call for tenders must communicate in writing to the e-mail address indicated below, making sure to mention the contract, project and SEAO notice numbers in the subject line of the e-mail. If such a request for clarification is received two working days or less before the closing date and time for receipt of bids, the Company reserves the right not to consider it.
