The PUBLIC ORGANIZATION reserves the right not to consider a request from a supplier if it is not sent less than 3 working days before the date and time set for the receipt of bids.

Tender submission procedure
Envelope
Tenders, in sealed envelopes addressed to the person in charge, will be received at the head office of the Centre de services scolaires du Val-des-Cerfs, 55, rue Court, Granby, Québec, until 2:00 p.m., local time, November 21, 2024, to be publicly opened at the same place, on the same day and at the same time. Any bid received after this time will be automatically rejected.

Tenders may be submitted electronically. Where applicable, this may only be done via the electronic tendering system (SEAO), at the following address: https://www.seao.ca. An electronically transmitted Bid must be submitted (i.e. encrypted, transmitted, time-stamped and saved on the SEAO servers) before the date and time set for receipt of Bids.
Tender opening procedure
Considering the latest updates to the TBS, the PUBLIC ORGANIZATION is proceeding with a public opening of Bids, so that BIDDERS will be able to attend in person.
However, since this method is appreciated by suppliers, the PUBLIC ORGANIZATION will continue to post a video recording of the Bid opening on the SEAO as soon as possible after the opening. Tenderers will be informed of the recording on the SEAO in the same way as when an Addendum is issued.

Letter of Undertaking
Bids must be accompanied by a bid security representing 10% of the total amount of the bid excluding all applicable taxes, in the form of an irrevocable letter of guarantee or a bid bond issued by a financial institution that is an insurer holding a licence issued in accordance with the Insurance Act (R.S.Q., c. A-32) authorizing it to practice surety insurance, a trust company licensed under the Act respecting trust companies and savings companies (R.S.Q., c. S-29-01), a financial services cooperative governed by the Act respecting financial services cooperatives (R.S.Q., c. C-67.3) or a bank within the meaning of the Bank Act (S.C., 1991, c. 46), failing which the bid will be automatically rejected. This bid security will be valid for a period of 45 days from the bid opening date.
The TENDERER must attach to his Tender a letter of undertaking signed by a surety guaranteeing the issue of a performance bond and a bond guaranteeing the CONTRACTOR's obligations for pledges, materials and services in accordance with the requirements set out in Part 4.00 of the Contract. To do so, he must use the sample letter of undertaking reproduced in Appendix 4.02 of the Tender Form.
Only contractors holding, where applicable, the license required under the Building Act (R.S.Q., c. B-1.1) will be considered for award of the contract. Tenderers are responsible for the choice of subcontractors, their solvency and the content of their bids.
All bids must be made in accordance with the provisions of the Règlement sur les contrats des travaux de construction des organismes publics (L.R.Q., c. C-65.1, r.5), adopted pursuant to the Act respecting contracting by public bodies.
The Owner reserves the right not to accept the lowest or any bid received.
