Description of the Requirement:
The requirement is to supply lead negotiator services to the employer responsible for Statistical Survey Operations - Statistics Canada (StatCan) - during the 2018 round of collective bargaining between the employer and the two bargaining units of the Public Service Alliance of Canada.
The Contractor will be required to work with two separate Employer negotiating teams that will be supported by a single administrative unit. Work under the contract will be completed once collective agreements have been successfully negotiated and are signed by each of the bargaining units and Statistical Survey Operations OR arbitral decisions have been awarded to each of the bargaining tables.

Applicable Trade Agreements:
The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
Proposed period of contract:
The period of any resulting contract will be from Contract award to March 31, 2021 inclusive.
Any resulting contract will include an irrevocable option to extend the resulting contract term by up to one (1) additional one (1) year period under the same conditions.
Estimated Level of Effort:
The estimated level of effort of the contract will be for 90 (days).
-Initial Contract Period: Contract Award to March 31, 2021 (60 days)
-Option 1 Contract Period: April 1, 2021 to March 31, 2022 (30 days)
