Description
The CISSS de Chaudière-Appalaches wishes to obtain the services of a landscape maintenance specialist to maintain landscaping, flowerbeds and other outdoor landscaping elements for all sites in the Montmagny-L'Islet and Lévis-Est sectors.
Visits on request not mandatory
Prior to submitting a bid, bidders may visit the contract site if they wish.
The visit period is between November 6 and 13, 2024. To this end, the bidder must make an appointment by e-mail no later than November 5, 2024 at noon (12:00) with the person in charge of the file at the following e-mail address: lydiagroleau@ssss.gouv.qc.ca
Duration
The Contract shall expire after a period of THIRTY-TWO (32) months from the date of its coming into force, unless prematurely terminated in accordance with the other provisions of the Contract.
Where to obtain documents
Tender documents can only be obtained via the electronic tendering system (SEAO).
Closing of tenders and submission of bids
Bids will be received up to the date and time indicated on the notice or any subsequent addendum. Bids may be submitted electronically. This transmission can only be made via the SEAO.

Tender opening
Tenders will be opened by designated CISSS de Chaudière-Appalaches personnel immediately after closing at the place, date and time indicated in the tender document. The bid opening is open to the public.
Eligibility
To be eligible to bid, a BIDDER :
a) must possess the necessary qualifications, authorizations, permits, licenses, registrations, certificates, accreditations and attestations;
b) must have, in Quebec or in a territory covered by an applicable Intergovernmental Agreement, an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
c) having an establishment in Quebec must, in accordance with the "Attestation de Revenu Québec" clause, hold a valid attestation from Revenu Québec that has not been issued after the deadline for receipt of Bids;
d) not having a place of business in Quebec must submit, with its Bid, the "Absence of a Place of Business in Quebec" form, duly completed and signed;
e) must not, at the time of submitting its Tender, be registered in the register of companies ineligible for public contracts (RENA) or, if registered, be in a period of ineligibility;

f) must comply with the conditions relating to the Charter of the French Language set out in the "Charter of the French Language" clause of the Régie de l'Appel d'Offres;
g) must have submitted with its Bid the "Declaration Concerning Lobbying Activities" form, duly completed and signed;
h) must comply, where applicable, with any other eligibility conditions specified in the Tender Documents.
Failure by a BIDDER to comply with any of these conditions shall render it ineligible.
Evaluation of unsatisfactory performance and other cases of rejection
The PUBLIC ORGANIZATION reserves the right to reject the Bid of any BIDDER who, in the TWO (2) years preceding the Bid opening date, has :
a) received an unsatisfactory performance evaluation from the PUBLIC ORGANIZATION;
b) failed to respond to a PUBLIC ORGANIZATION bid or contract; or
c) is the subject of a termination of contract by the PUBLIC ORGANIZATION for failure to comply with its terms.
