Description
GIZ is working on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the digital flagship project Africa Cloud. The project aims to make innovative e-Learning solutions available to a wide range of partners within German development cooperation to enable digital learning in African but also non-African countries. By providing access to a wide range of learning courses with a state of the art LMS Africa Cloud aims to reach a broader target group of people with diverse educational backgrounds more effectively. The project was initially being implemented in selected partner countries in Africa and is currently expanded into other regions. Subject of this tender is the development, operation, maintenance, support, data migration support and customization of a cloud based Learning Management System (LMS) on basis of Software-As-A-Service (SaaS) per registered user license fee model to implement the global project Africa Cloud (atingi) for users with sound and modern software architecture which supports a variety of learning scenarios, such as web-based-trainings (WBT), mobile learning, blended learning, tutor-supported learning and massive open online courses (MOOC). Users of the mobile friendly LMS should be able to interact with peers, tutors and admins on the platform to allow for participative learning scenarios. For measuring key performance indicators and for analyzing the usage of the platform, the LMS should offer comprehensive learning analytics capabilities while at same time ensuring that requirements originating from the EU GDPR are adhered to.
Subject of this tender is the development, operation, maintenance, support, migration and customization of a Learning Management System (LMS) for the project Africa Cloud. This LMS solution should assist GIZ on behalf of BMZ to efficiently provide high-quality digital learning content for learners of different geographic and educational backgrounds.Africa Cloud currently offers E-Learning solutions via its LMS which can be found under the domain atingi.org. The new system should be based on a sound and modern software architecture and support a variety of learning scenarios, such as web-based-trainings (WBT), mobile learning, blended learning, tutor-supported learning and massive open online courses (MOOC). Mobile accessibility and an interactive environment to allow for participative learning scenarios was found to be essential in terms of user needs. Moreover, for measuring key performance indicators and for analyzing the usage of the platform, the LMS should offer comprehensive learning analytics capabilities while at same time ensuring that requirements originating from the EU GDPR are adhered to.The LMS should serve as the core system of an expanded IT landscape that incorporates additional solutions such as SMS delivery, certifications based on blockchain, automated translation and text-to-speech. While the additional solutions are not part of this tender, the LMS needs to offer application programming interfaces (API) that allow for 3rd party solutions to be applied and therefore data to be accessed, modified, created and deleted.The LMS should be offered as a Software-as-a-Service (SaaS). The SaaS model implies that all aspects regarding the operation (e.g. hosting, back-ups, recovery, scaling), maintenance (e.g. security updates, bug fixes, version updates) and support (2nd and 3rd level) deployment and initial setup of the LMS should be offered by the contractor as a service using their own or contracted data center and staff. The contractor must operate the offered LMS solution (including any third-party components) in a European computer center certified in accordance with ISO 27001 in a system environment which meets standards of European General Data Protection Regulation (EU-GDPR), IT security requirements and SLAs described in the tender.All costs associated with the development, operation, maintenance, support and support for data migration, deployment and initial setup as specified should be borne by the contractor via a monthly licence fee per registered user on the LMS. The amount of tendered user licences is 360 000.Additionally, the costs associated with the customisation of the LMS through an additional development budget must be offered by the contractor as daily rates for 100 days.
