Procurement of application management support services for the Ministry of Culture, the Ministry of the Environment, the Ministry of Economics, the State Enterprise for Construction and Real Estate of Hesse (LBIH) and the Hessian Parliament (HLT) in five lots
The present tender is for services for technical application operation, i.e., operation and further development of the specialized application-specific, technical and logical IT environment of the respective applications (e.g., database instances, applications and web front ends), including the diverse interfaces, as well as for support of the departments/customers in the operation and use of the HessenPC. Approximately 100 specialized applications of the various departments with numerous interfaces will be operated.The contractor must deliver specialists who are able to set up special application tools in the procedures for the named departments based on the latest technologies and support them in operation. The tendered tasks each require experience and overlapping knowledge in several Microsoft as well as Linux subject areas at the same time. Thus, the required specialists must have a correspondingly broad knowledge of Microsoft products or Linux derivatives.Estimated requirement: 9.6 person-years/year, assured minimum purchase: 2 person-years/total termThe requested support services are to be used primarily in the area of application management (AM) of the departments mentioned and will be performed in various functional units or AM teams. The focus of the work environment here is on technical procedure operation, i.e., the setup, operation, and further development of the specialized application-specific technical and logical IT environment of the respective procedure (e.g., database instances, applications, web front ends, or client components), including the diverse interfaces. The operation of the underlying infrastructure is also carried out to varying degrees by this AM. This ranges from coordination and responsibility for results of services provided by other operating units of HZD to in-depth technical operation of the IT infrastructure. Therefore, the contractor is expected to have both good knowledge and experience in the management of the specialist applications and, in some cases, in-depth knowledge of the underlying infrastructures in all fields of activity (specialist areas).The technical working environment of the various AM teams in procedure operations is very diverse. The specialist application procedures are based on Windows and Linux technology. Both Windows/Linux servers and WTS systems are in use. The majority of the underlying systems are located in the server rooms of the HZD (in Wiesbaden and Mainz). In addition, server systems located in the customer locations (of the departments) are also supported.The communication basis of all systems is the HessenNetz. All customer systems are usually connected to this state-owned, secure and isolated network and can communicate with each other via it as required. The HessenPC, which is currently based on Microsoft Windows 10, serves as the workstation system at the customer's. On the one hand, new customer requirements must be met, and on the other hand, the system environments must be further developed from a technical and economic point of view. In addition, state policy requirements must increasingly be implemented or integrated. In order to meet these new tasks, there is a short- to medium-term need for highly specialized and experienced support staff in this environment. Both the introduction of new procedures (from planning to setup to full operational rollout) and the implementation of more complex procedure updates or upgrades and releases should be done most effectively with an AM team that has up-to-date knowledge of the software in use and many years of experience in this area.Due to the classification of the HZD as a vital institution of the State of Hesse, the assigned persons may have to undergo an extended security check (SÜ2), based on the Hessian Security Check and Classified Information Act (HSÜVG), depending on the area of operation. The Contractor shall be obliged to perform the services to be rendered by it with the utmost care and in accordance with the contractual agreements, the state of the art in science and technology and the principle of economic efficiency. He confirms to possess all necessary knowledge and experience as well as to keep available and to use qualified personnel with the necessary knowledge and experience in order to be able to fulfill the tasks according to the contract without restrictions.It is additionally expected that the contractor can use personnel during the entire term of the framework agreement who have correspondingly up-to-date knowledge of the latest version levels. The contractor must provide specialists who are able to set up and support the operation of special application tools in the procedures for the departments mentioned on the basis of the latest technologies. The tendered tasks each require experience & overlapping knowledge in several Microsoft as well as Linux subject areas at the same time. Thus, the required specialists must have a correspondingly broad knowledge of Microsoft products or Linux derivatives.Estimated requirement: 4.8 person-years/year, assured minimum purchase: 2 PJ/total termThe requested support services are to be used primarily in the area of application management of the departments & will take place in various functional units or AM teams. The focus of the work environment is on the technical process operation, i.e. the setup, operation & further development of the specific technical & logical IT environment of the respective process, including the various interfaces. The operation of the underlying infrastructure is also carried out to varying degrees by this AM. This ranges from the coordination and responsibility for results of the services provided by other operating units of the HZD to the in-depth technical operation of the IT infrastructure. Therefore, the CO is expected to have both good knowledge & experience in the management of the specialist applications and, in some cases, in-depth knowledge of the underlying infrastructures in all fields of activity (specialist areas).The technical working environment of the various AM teams in procedure operations is very diverse. The application specialist procedures are based on Windows & Linux technology. Both Windows/Linux servers and WTS systems are in use. The majority of the underlying systems are located in the server rooms of the HZD. In addition, server systems located in the customer locations (of the departments) are also supported.The communication basis of all systems is the HessenNetz. All customer systems are usually connected to this state-owned, secure and partitioned network and can communicate with each other via this network if required. The HessenPC, which is currently based on Microsoft Windows 10, serves as the workstation system at the customer's. On the one hand, it is necessary to meet new customer requirements, and on the other hand, to further develop the system environments from a technical and economic point of view. Increasingly, state policy requirements must be implemented or integrated. Both the introduction of new procedures (from planning to setup to full operational rollout) and the implementation of more complex procedure updates or upgrades and releases should be carried out most effectively with an AM team that has the latest knowledge of the software used & many years of experience in this area.Due to the classification of the HZD as a vital facility of the state of HE, the persons deployed, depending on the area of operation, may have to undergo an SÜ2, based on HSÜVG. The Contractor is obliged to perform the services to be rendered by him with the utmost care & in accordance with the contractual agreements, the state of the art in science & technology and in accordance with the principle of economic efficiency. He confirms to possess all necessary knowledge & experience as well as to keep available and to use qualified personnel with the necessary knowledge & experience in order to be able to fulfill the tasks according to the contract without restrictions.It is additionally expected that the Contractor can use personnel during the entire term of the framework agreement who have correspondingly up-to-date knowledge of the latest version levels. Should a manufacturer use successor products that have the same or extended functionality but are sold under a different name, the required knowledge is also expected for this successor product.The following basic qualifications are expected of the person to be deployed:- good knowledge of the operating processes in accordance with ITIL or ITSM- good knowledge of the German language, both spoken and written (language level C1 acc. (language level C1 according to the Common European Framework of Reference for Languages (CEFR)) as well as English language skills that allow the use of manufacturer information (manual, Internet) or Internet forums (language level C2 according to the Common European Framework of Reference for Languages (CEFR)) - Good knowledge of IT security according to BSI - Willingness to occasionally work outside of general business hours In addition to this general knowledge and skills, knowledge in the following areas of activity described below is required depending on the field of application. The following describes the required qualifications for a Support Services MS Platform Specialist.As a Process Specialist for Support Services MS Platform, the main activities to be performed are:- Distribution of software packages using MS System Center Configuration Manager (MS SCCM).- Distributing security patches and other security related software updates as part of patch management.- Distributing software packages to distribution points (Configuration Manager locations as defined by MS) and proactively monitoring replication.- Creating/adjusting operating system images/boot images.- Maintaining client roles.- Adjusting task sequences.- Performing system maintenance and proactive system support (including.Monitoring and reporting in the environment of MS SCCM servers (2012 ff.).- Adjustment of Structured Query Language (SQL) parameters on the servers.- Support in the design and development of integrated Microsoft Internet Information Server (MS IIS) solutions for MS SCCM.- Implementation of architectural requirements / specifications, including in multi-domain environments.- Coordination and implementation of regular major releases (e.g. Windows 10, MS SCCM 2012 ff.).- Support in incident, change and release management according to IT Infrastructure Library (ITIL).- Coordination of the implementation of release management processes.- Knowhow transfer / training within the assigned work areas.- Development of scripts using PowerShell.- Analysis, assessment & implementation of Group Policy Objects (GPOs) & Group Policy Preferences (GPP).- Analysis, assessment and implementation within Microsoft Bitlocker Administration and Monitoring / Bitlocker Drive Encryption (MBAM / BDE) environments.- Collection and assessment of telemetry data (including Windows 10, MS SCCM 2012 ff.).- Commissioning, configuration and administration of MS System Center Virtual Machine Manager (SCVMM) console to support MS App-V environment.- Support in the form of assistance in the development of MS App-V solutions / concepts.- Development, integration and expansion of an automation interface for the integration of MS SCOM in the automated creation of Windows-based production systems.- Processing of projects for the operational automation of the monitoring solution based on MS SCOM.The following requirements apply to the above-mentioned activities:- Completed vocational training as an IT specialist or a degree recognized in Germany in an IT training profession (e.g. information electronics technician) or a college or university degree in an IT-related field (e.g. computer science, business informatics) or equivalent relevant skills or experience.- At least 4 years of professional experience in one of the aforementioned professions.- Experience in the use of ITIL tools and in the context of ITIL processes (incident, change and release management).- Experience in creating, reviewing and controlling documents.- Experience in controlling and leading teams.- Experience with Windows Server 2012ff., with Microsoft Windows Update Service (WSUS), with Microsoft Windows Deployment Services (WDS).- Experience in planning and implementing or further developing Microsoft Bitlocker Administration ( MBAM / BDE) in an environment of at least 5,000 clients.- Experience in the client operating system Windows 10ff. (including app configuration, GPOs/GPPs, Windows Registry, telemetry, Trusted Platform Module (TPM) configuration).- Experience coordinating and performing software deployment (including security packages) using MS SCCM 2012ff. (including application model, packages, baselines, apps).- Experience creating/adapting boot / OS images.- Experience creating/adapting task sequences- Experience creating/adapting task sequences (including with dynamic task sequences using collection variables).- Experience working in an SCCM 2012ff. Server environment with a Central Administration Site (CAS) & at least 2 Primary Sites (among others several domains, implementation of major releases for MS SCCM, installation and backup and recovery of Central Administration Site (CAS) and Primary Site).- Experience in conceptual design and implementation of multi-client capability via role concepts of MS SCCM solutions.- Experience in Unified Extensible Firmware Interface (UEFI)-BIOS configuration (among others SecureBoot, TPM) as well as in automated configuration using MS SCCM.
