Description

As a result of the changed climatic conditions, there has been an increased occurrence of heavy rainfall events with local, destructive flash floods in recent decades. The main threat is posed by surface water running off wildly from slopes. Particularly in residential areas, such runoff repeatedly causes major damage. Furthermore, problems arise in the form of soil erosion and consequently increased nutrient inputs from agricultural land into surface waters, such as the Waginger and Tachinger lakes. For the municipalities of the ILE "Zukunftsregion Rupertiwinkel", it is an overriding goal in the area of regional climate change adaptation for future heavy rainfall events to develop sensible, preventive solution strategies together with representatives of the authorities and intensive citizen participation in order to be able to mitigate the effects of future events.
Central elements for the development of an inter-municipal adaptation concept for surface water runoff are the creation of flow path maps and flash flood risk management for selected areas of the region to assess the hazard potential. The preparation of the runoff models, the flow path maps and the flash flood risk management for the areas defined by the respective municipalities is to be carried out by the applicant defined as part of this tendering process. The results of these analyses will then be evaluated by the technical experts, the specialist authorities and all project participants. In another planned public participation process, the measures developed in this way will be evaluated by the public, which will allow the expertise of the population to be incorporated into the defined and potential measures and these can be prioritized. Finally, an overall evaluation of the project will take place, in which the effectiveness of the climate change adaptation measures developed will also be measured and assessed. The specific implementation steps for the municipalities will be identified in line with the results.
