In the Babelsberg Nord redevelopment area, Mühlenstraße, Jutestraße and the northern section of Wollestraße are being renovated in line with the redevelopment objectives. The construction measures to be tendered include road construction and the renewal of the existing pipes. Stadtkontor Gesellschaft für behutsame Stadtentwicklung mbH (hereinafter referred to as Stadtkontor) has been commissioned by the state capital of Potsdam as the fiduciary redevelopment agency for Babelsberg with the road renewal. In this function, Stadtkontor represents the city as the client for the road construction work, including rainwater drainage. The client and contractor for the pipeline construction work is Energie und Wasser Potsdam GmbH (hereinafter EWP) and Netzgesellschaft Potsdam GmbH (hereinafter NGP). The construction work for the road and pipeline construction will be tendered jointly by Stadtkontor, EWP and NGP. Stadtkontor is acting as the awarding authority. Mühlenstraße, Jutestraße and Wollestraße are located in the western part of Potsdam's historic Babelsberg district. As residential streets, the roads provide access to the adjoining, predominantly residential properties. In addition, the north-western side of Mühlenstraße borders on Babelsberg Park. The entrances to Park Babelsberg are located at the intersections of Mühlenstraße \/ Neue Straße and Mühlenstraße \/ Jutestraße. Park Babelsberg and the majority of its historic buildings are listed buildings and are also part of the UNESCO World Heritage Site of the state capital of Potsdam. The park and its historically evolved surroundings are therefore of extraordinary architectural and touristic significance for the Babelsberg district and the city as a whole. All three streets to be renovated are located in the Nowawes conservation area and for the most part in the Babelsberg-Nord redevelopment area. For reasons of monument protection, all road surfaces, including the sidewalks, are to be restored in natural stone paving as in the original. Renovation requirements: The condition of the three historic streets is in great need of renovation. Both the sidewalks and the carriageways show considerable damage due to their age. Major unevenness and roadway depressions significantly restrict their use, and they are not barrier-free. The roads and sidewalks will be resurfaced with natural stone paving. The existing underground pipes are over 80 years old and need to be replaced. Rainwater drainage will also be reorganized in connection with the road renovation. The drainage of the road sections will thus be extended and newly integrated into Babelsberg's higher-level rainwater disposal system. Redevelopment concept: An important aim of the redevelopment is to preserve the historically valuable street profile in all three streets. This also includes the tree population and the generous green strips in some areas. The position and width of the carriageways will remain unchanged. The sustainable refurbishment of the streets, which is in keeping with the historic monuments, provides for the reuse of the historic natural stone. They will be reinstalled where current technical standards permit, otherwise new natural stone material will be used. Footpaths and crossings will be barrier-free in future. Due to the complexity of the overall project, the trades are logistically intertwined and inextricably linked. The construction work for the pipeline and road construction cannot be separated in terms of time and construction logistics. The trades cannot be carried out one after the other, but must run in parallel or be flexibly coordinated. For this reason, awarding the work in lots in accordance with Section 97 (4) GWB is not justifiable for economic and technical reasons.
