Description
In accordance with the Flood Reporting Ordinance, the Flood Forecasting Service (HVD) at the Rhineland-Palatinate State Office for the Environment has the following tasks: 1. observation and evaluation of meteorological and hydrological data and forecasts ("data preparation") 2. preparation of water level and discharge forecasts ("forecast calculation") 3. evaluation of flood events and preparation of flood reports ("situation assessment") 4. dissemination and provision of current measured values, discharge and water level forecasts and flood reports ("publication"). Most of the programs were developed in-house at HVD in the past. Some of them have been in use since the 1990s in a constantly adapted form. The trouble-free and error-free use of the central tools for the operational flood forecasting service must be guaranteed at all times. In view of the growing requirements with regard to robustness, quality assurance, maintainability and updatability, IT security as well as the increased complexity and data volumes, a consolidation and modernization of the HVD application landscape is necessary, for which external services (focus on development services) are required due to the limited personnel capacities at the AG. As a basis for further development, an analysis of the programs in use has already been carried out in recent years and a strategy for future software development has been defined. The client intends to conclude a framework agreement by way of an open procedure on the basis of an EVB-IT creation contract for adaptation developments (lot 1) and new developments (lot 2) of some specialist applications of the Rhineland-Palatinate flood forecasting service. For technical software reasons, the services will be divided into two lots: Lot 1: Further development of existing programs for data processing and situation assessment Lot 2: Development of new web applications for situation assessment and publication of flood data.
