The district of Steinfurt is planning the construction of two turnkey buildings on one plot of land in 48607 Ochtrup. The buildings to be constructed are a disaster control warehouse and a rescue station with different user requirements. Both measures (T1 "disaster control warehouse" and T2 "rescue station") are to be constructed by one contractor. Both buildings, the disaster control warehouse and the rescue station, must be constructed at the same time and accessed via a shared driveway. The 24/7 operation of the rescue station ensures that the entire site can be monitored once the buildings have been completed. The simultaneous construction of the storage building on a shared site with the rescue station in Ochtrup, which is also to be newly constructed, will result in positive synergy effects for the Steinfurt District Office for Civil Protection in the general work and organizational process. The measures in Title 1 of these construction and service specifications relate to the new construction of the disaster control warehouse (logistics hall with vehicle hall). The building is planned as a single-storey hall construction with a supporting structure made of reinforced concrete and steel. Only integrated into the warehouse is an installation in solid construction to accommodate office, social, technical and storage areas. In addition, a vehicle hall with a reduced height is planned in the front hall area, separated but integrated into the building. The measure in Title 2 of these construction and service specifications is the partially two-storey solid new construction of the Ochtrup rescue station. This ensures modern accommodation for the rescue service staff. It is a 24-hour/7-day station. In addition to the vehicle hall and a vehicle disinfection hall, the building houses rest and sleeping rooms, a recreation room with kitchen area, a fitness area, as well as storage, disinfection, training, office, changing rooms and other rooms for specific uses. The work to be carried out and calculated also includes the construction of the shared outdoor facilities with its paved and unpaved areas. Both the earthworks and the connections of the paved and unpaved areas as well as rainwater and wastewater connections and other pipe connections, site fencing and development of the two buildings must be taken into account. Joint construction site facilities are also to be assumed.
