Description

IHP GmbH is an institute of the Leibniz Association, with the state of Brandenburg as its sole shareholder. It conducts research and development on silicon-based systems, high-frequency circuits and technologies, including new materials. Innovative solutions are developed for application areas such as wireless and broadband communication, security, medical technology, Industry 4.0, mobility and space travel. The IHP employs around 390 people. It has a pilot line for technological developments and the preparation of high-speed circuits with 0.13\/0.25 µm BiCMOS technologies, which is located in a 1500 m2 clean room certified according to DIN ISO 14644.

As part of the institutional funding, 50% of the funding is provided by the Community of States (via the Ministry of Science, Research and Culture of the State of Brandenburg) and 50% by the Federal Government (Federal Ministry of Education and Research). Further funding is obtained as third-party funding from the federal government, the EU, the DFG, etc. In the 2023 financial year, institutional funding amounted to around EUR 33.5 million, while the third-party funding budget amounted to around EUR 28 million, of which around EUR 8 million was for commercial operations.

The accounts are prepared in accordance with the regulations for large corporations and the principles of finance and accounting for research institutions.

The IHP's Supervisory Board maintains a Financial Advisory Board, which supports the institute in all financial and administrative matters.

Each quarter, an audit of an administrative sub-process or an audit area (for example: compliance with the prohibition of improper employment) is planned. This is based on an audit plan that has been agreed and approved by the Financial Advisory Board and the Supervisory Board.

The time frame for each audit is estimated at around four days in total (one person), including the audit report and presentation at the half-yearly meeting of the Finance Advisory Board.

The tender is for a period of three years with a total of 12 internal audits.
