Description
The request is to support the group's ambition, which includes Aéroport de Paris (SA) and its subsidiaries, to promote the international mobility of managerial and non-managerial staff on long- and short-term assignments. In order to be able to provide effective support to employees applying for international mobility, the Human Resources department wishes to call on the services of partners specializing in international mobility management.The objectives of this collaboration are as follows: responsiveness, reliability and legal, social and tax security, clear communication with the company's employees concerned, cost optimization for the company.This consultation comprises 6 lots.Each lot will be single-awarded.Candidates may submit an application for one or more lots.
This 1st lot concerns the calculation of remuneration packages for employees sent on international assignments (supply of cost of living indices, quality of life, accommodation, social security contributions in host country, estimate of taxation in host country). The number of employees for whom a study must be carried out with a view to possible international mobility is estimated at 65 per year, for Aéroport de Paris (SA) and its subsidiary ADP international. This number may increase or decrease depending on the opportunities presented to Aéroports de Paris (SA) and its subsidiary ADP International.The contractor's services must include the following points:- the supply of cost-of-living, quality-of-life, housing cost and, in general, any other international index useful for calculating the remuneration package,- the supply of a simulator incorporating the data needed to calculate the remuneration package for the countries concerned, or the appropriate simulation capabilities,- a consultant/hotline available to answer specific questions on the calculation provided by the simulator This 2nd lot concerns assistance with tax and social security aspects for the employee and the company (help for the employee in calculating taxes and complying with reporting obligations, help for the company with tax obligations and calculations, contractual obligations in the event of setting up, drafting of model contracts depending on the country).This lot is a single-tender contract. The number of employees for whom a study must be carried out with a view to possible international mobility is estimated at 65 per year, for Aéroport de Paris (SA) and its subsidiary ADP international. These studies make it possible to guarantee international mobility for around twenty employees a year. This number may increase or decrease depending on the opportunities presented to Aéroports de Paris (SA) and its subsidiary ADP international. The contractor's services must include the following points:- any study and justification of the choice of status for the employee with regard to labor law,- any study and justification of the choice of status for the employee with regard to social security,- interviews with the expatriate and/or impatriate employee on departure from the country of origin and/or arrival, in order to provide him/her with all the information relating to his/her tax obligations in the context of his/her international mobility, - advice on determining tax residency according to the employee's personal situation, and on the possibilities for tax optimization made possible by legislation,- assistance in calculating personal taxes and complying with reporting obligations,- advice on setting up a "split payroll" and the associated tax and social security obligations, - advice on the employee's contractual obligations in the event of setting up in a country with or without an existing structure, - advice on drafting, for special or complex cases, tax confirmation of the package study at the time of its finalization and contract drafting (in particular on the taxes to be deducted), - a network (of the contractor or of service providers working with the contractor) sufficiently extensive to meet our expectations with responsiveness. This 3rd lot concerns assistance for the relocation of impatriates (management of the move from the country of origin to accommodation in France). This lot will be a single-tender contract. The number of employees for whom a study must be carried out with a view to possible international mobility is estimated at 65 per year, for Aéroport de Paris (SA) and its subsidiary ADP international. These studies make it possible to guarantee international mobility for around twenty employees a year. This number may increase or decrease depending on the opportunities presented to Aéroports de Paris (SA) and its subsidiary ADP international. The aim of the scheme is to assist impatriate employees with their relocation, and the contractor is expected to provide the following services in particular: - find at least 3 removal service providers, whose rates and services are in line with the international mobility policy of the parent company and its subsidiary ADP international, - find the best value for money according to the impatriate's situation, - advise, accompany and be available for the impatriate, - coordinate the move from start to finish (door-to-door). The incumbent must provide detailed, consolidated reporting (number of moves managed, service providers used, rates, etc.) for Aéroports de Paris and its subsidiaries. This 4th lot covers advice and services for immigration and housing for impatriates (housing search for impatriates and assistance with administrative procedures between the country of origin and France). The number of employees for whom a study must be carried out with a view to possible international mobility is estimated at 65 per year, for Aéroport de Paris (SA) and its subsidiary ADP international. This number may increase or decrease depending on the opportunities presented to Aéroports de Paris (SA) and its subsidiary ADP international.The aim of the scheme will be to help impatriate employees with their immigration formalities, and to assist them in their search for accommodation.Services will include the following points:- information, advice and assistance from Aéroports de Paris and the employee on immigration formalities and deadlines in France. It may be required to carry out immigration formalities for the employee. Immigration formalities include social security and obtaining a driver's license, if required;- finding accommodation for the impatriate employee, and assisting him/her until the lease is signed, ensuring that utilities (gas, electricity) are connected. The search must take into account the fact that the parent company and its subsidiary ADP International will not always be signatories to the lease,- use a real estate agency charging reasonable fees in relation to the market,- guarantee a contact person in the agency who is fluent in English, to facilitate day-to-day management. If this is not possible, the incumbent will act as an interface between the expatriate and the agency.the incumbent must provide detailed, consolidated reporting (number of homes found, service providers used, rates, etc.) for the Aéroports de Paris perimeter and that of its subsidiaries. This 5th lot concerns assistance with expatriate removals (management of the move from France to accommodation in the host country). This lot is a single-tender contract. The number of employees, for whom a study must be carried out with a view to possible international mobility, is estimated at 65 per year, for Aéroport de Paris (SA) and its subsidiary ADP international. This number may increase or decrease depending on the opportunities presented to Aéroports de Paris (SA) and its subsidiary ADP international. The aim of the service provided by the contract holder will be to assist expatriate employees with relocation procedures. In particular, the contractor is expected to provide the following services: - seek out at least 3 removal service providers, whose rates and services are in line with the international mobility policy of the parent company and its subsidiary ADP international,- seek out the best quality/price ratio according to the expatriate's situation,- advise, accompany and make itself available to expatriates in the event of questions/needs,- coordinate the move from start to finish (door-to-door). The incumbent will be required to provide detailed, consolidated reporting (number of moves managed, service providers used, rates, etc.) for both Aéroports de Paris and its subsidiaries. This 6th lot concerns a consultancy and service mission for immigration and housing for expatriates (search for accommodation for expatriates and help with administrative procedures between France and the host country). This lot will be a single-award contract. The number of employees for whom a study must be carried out with a view to possible international mobility is estimated at 65 per year, for Aéroport de Paris (SA) and its subsidiary ADP international. These studies make it possible to guarantee international mobility for around twenty employees a year. This number may increase or decrease depending on the opportunities presented to Aéroports de Paris (SA) and its subsidiary ADP international. The aim of the scheme will be to help expatriate employees with their immigration formalities and assist them in their search for accommodation. Services will include the following: - information, advice and assistance from Aéroports de Paris and the employee on immigration formalities and deadlines in the countries concerned. It may be required to carry out immigration formalities for the employee. Immigration formalities include registering with social security and tax authorities, and obtaining a driver's license if required, - finding accommodation for the expatriate employee and assisting him/her until the lease is signed, ensuring connection to utilities (gas, electricity). The search must take into account the fact that the lease will, barring exceptional circumstances, be in the expatriate's name, - advice on budget and neighborhoods, as well as the issuing of a global estimate (including invoiced costs related to the local agent), - use of a real estate agency charging reasonable fees in relation to the market, - guarantee of a contact person in the agency, fluent in English, to facilitate day-to-day management. If this is not possible, the incumbent will act as an interface between the expatriate and the agency. The incumbent will provide detailed, consolidated reporting (number of accommodations found, service providers used, rates, constraints, etc.) for both Aéroports de Paris and its subsidiaries.
